Subject: FW:Tulare County Compost& Biomass Inc.Operational history <br /> John. <br /> I have reviewed the file for Tulare County Compost and Biomass Inc over the last 10 year period covering March 2002 <br /> thru March 2012. There were 4 Area of Concerns and no violations. Composting windrows have been maintained at or <br /> above required temperature levels of 131 degrees Fahrenheit and are being turned as required. Testing of compost for <br /> Pathogens and metals are conducted as required. <br /> There has been no odor management issues at this facility and the operator has an Odor Impact Management Plan on <br /> file.The facility has sufficient equipment on site to chip and grind green waste, screen material as well as move materlal <br /> around. Incoming green material and wood waste are processed in a timely manner. <br /> Finished compost, chipped and ground wood waste as well the overs are not stored on site for long periods of time. <br /> Records such as tonnage,traffic, windrow temperatures,and log of special occurrence are accessible and up to date. <br /> Cal Recycle,Air Pollution Control District, Regional Water Quality Control Board and others have used the facility for <br /> field trips,training, and demonstration projects. <br /> During this 10 year period I have conducted the majority of inspections for Tulare County Environmental Health/Local <br /> Enforcement Agency.
