There is the potential to for a minimal amount of <br /> greenhouse gas emissions to be generated during the composting process,especially with the <br /> addition of the commingled materials which are wetter materials contain more nitrogen. <br /> However, these emissions can be reduced significantly by increasing the C:N ratio to <br /> approximately 30:1. At Valley Organics,the commingled materials will be composted with <br /> green materials the C:N ratio will be maintained in this range This practice is consistent with <br /> the C:N ratio needed to diminish odor. Overall,the Valley Organics facility reduces greenhouse <br /> gases by the combination of removing these materials from the landfill, applying the finished <br /> compost product to the land and maintaining the C:N ratio in the piles in the range of 30:1. <br /> Studies conducted demonstrate the positive effects of composting green and commingled <br /> material on greenhouse gases support this analysis. <br /> Site Improvements <br /> The buildings currently on site will be used in the current operations. No additional buildings <br /> are anticipated at this time. If further structures are required for the site,they will be <br /> submitted to the County of San Joaquin for approval. <br /> Since there will be no additional buildings on the site and the basic use of the site will remain <br /> the same, it is not anticipated that any additional parking spaces will be required. Currently <br /> there is one full parking space and one disabled parking space to accommodate visitors. <br /> A fence and a berm will be constructed that surrounds the entire 20 acre parcel. Landscaping <br /> will be added to the front and eastern side of the facility. <br /> San Joaquin Airport Sphere of Influence <br /> The Valley Organics composting operation is approximately five miles from the San Joaquin <br /> Airport. Valley Organics will work with the San Joaquin airport to ensure that operational <br /> parameters do not cause a wildlife hazard to the airport. The operational parameters proposed <br /> for the commingled materials required to reduce odor and protect air quality also ensure that <br /> that birds are not attracted to the site and that there will be no hazards in the flightpath.The <br /> operator will also work with the FAA to determine if an FAA Form 7460-1, Notice of Proposed <br /> Construction or Alteration is required. <br /> Hours of operation <br /> The hours of operation will remain the same: Monday-Saturday, 7 a.m.—4 p.m. There will be <br /> no additional activity related to the grinding or composting of material outside of these hours. <br /> 6 <br />
