f. The Regional Transportation Impact Fee shall be required for this application. The fee is due and <br /> payable at the time of building permit application. A copy of the Final Site Plan shall be submitted prior to release of building permit. <br /> h. Permit Registration Documents (PRD's)shall be filed with the State Water Resources Control <br /> Board (SWRCB)to comply with the State"General Permit for Storm Water Discharges <br /> Associated with Construction Activity".The Waste Discharge Identification (WDID) Number <br /> issued by SWRCB shall be submitted to the Department of Public Works for the file. Coverage under the SWRCB General <br /> Construction Permit Order 2009-0009-DWQ shall be maintained throughout the duration of all <br /> phases of the project. <br /> Informational Notes: <br /> (1) Solid Waste Diversion Plan for all applicable projects must be submitted to the Building <br /> Division of the Community Development Department prior to issuance of the building permit. <br /> Contact the Solid Waste Division (468-3066)for information. <br /> (2) This property is subject to the requirements of San Joaquin County Mosquito &Vector <br /> Control District(209-982-4675) and the California Health and Safety Code for the prevention <br /> of mosquitoes. Best Management Practices (BMP) guidelines for stormwater devices, ponds <br /> and wetlands are available. - <br /> (3) All future building permits for projects located within a Special Flood Hazard Area at the time <br /> of permit issuance shall meet the San Joaquin County flood hazard reduction requirements <br /> (Title 9, Chapter 9-1605) and all requirements of the State of California (CCR Title 23)that <br /> are in force at the time of permit issuance.As an example, these requirements may include <br /> raising the finish floor elevation one foot above the expected flood level and/or using flood <br /> resistant materials. <br /> 3. ENVIRONMENTAL HEALTH DEPARMTENT(Staff contact: Robert McClellon, (209)468-0332) <br /> a. Solid Waste Facility Permit, Report of Compost Site Information (RCSI), and Odor Impact <br /> Management Plan (OIMP) will require revision to account for changes in operation including <br /> tonnage, accepted wastes, vehicle counts, and facility size. <br /> b. Track-out and drag-out has been an issue at this facility. To address this issue, all interior roads <br /> will need to be constructed of asphalt or concrete except in active composting areas with rumble <br /> strips near the exit of the facility. As an alternative to this requirement, facility may provide <br /> engineered, commercially constructed wheel wash near the exit of the facility. <br /> c. The proposed changes include the addition of digestate. The term digestate can be used to <br /> describe digested sewage sludge. The San Joaquin County Ordinance Code has a prohibition of <br /> the land spreading of sewage sludge; composted or other. Digestate containing sewage sludge or <br /> bio-solids is prohibited. <br /> d. If in the future the facility decides to accept commercial food waste and or food digestate odor <br /> control measures must be implemented. The proposed control measures shall be submitted to <br /> EHD, for review and approval prior to implementation. If the proposed control measures are not <br /> affective then additional control measures must be implemented or the receipt of food shall be <br /> discontinued until such time affective control measure can be developed. <br /> e. If acceptance of commercial food waste occurs at this site, the operator shall conduct a <br /> comprehensive odor study to determine odor impacts and propose alternative control measures <br />
