Golden State Blvd <br /> Oakdale, CA 95361 Fresno, CA 93722 <br /> PROJECT DESCRIPTION: A Use Permit application to expand an existing green materials full composting facility. The <br /> expansion is to include an increase of the operative footprint from 20 acres to 40 acres and an increase of the annual <br /> processed tonnage from 156,000 tons per year to 182,000 tons per year. No new buildings will be constructed as part of this <br /> application request. The facility is to continue processing urban green waste, wood, agricultural residue, and will add <br /> commercial food and digestate as receivable composting materials.The material is accepted into the facility and incoporated <br /> into windrows. The windrows will be turned periodically with a windrow turner and monitored for temperature and moisture. <br /> The final product will be cured and sold as organically-certified compost to local nurseries, landscape services and <br /> agricultural uses in the region. This parcel is not under a Williamson Act contract. <br /> The Property is zoned AG-40 (General Agriculture, 40-acre minimum) and the General Plan designation is A/G (General <br /> Agriculture). <br /> PROJECT LOCATION: The project site is on the south side of Frewert Road, 1.3 miles west of Manthey Road, west of <br /> Lathrop. (APN/Address: 191-260-22, 191-270-04/920 West Frewert Road, Lathrop) (Supervisorial District 3) <br /> ENVIRONMENTAL DETERMINATION: A Negative Declaration is being proposed for adoption. Copies of the Initial Study <br /> and proposed Negative Declaration are available at the Community Development Department. <br /> APPLICATION REVIEW: If you have any recommendations or comments on this project, please submit them to the <br /> Community Development Department no later than October 25, 2016. Comments or recommendations received after that <br /> date would not be used in staffs analysis and recommendation for this application. The County's Development Committee <br /> will review this application on November 26, 2016.
