Pa e 3 <br /> Cityof Escalon g <br /> Project No. 750.3 <br /> October 31,2000 <br /> The treatment unit will be located within a secured, fenced area with corner bumper guards. <br /> The manifold will be equipped with control valves to route airflow from desired VEW's. Air <br /> intakes and exhaust stacks will be designed to prevent the entry of foreign matter. <br /> 2.4 Utilities <br /> Natural gas and 220-volt, single phase, electricity will need to be provided to the VETS <br /> enclosure. Natural gas service is provided to the store by an underground pipeline from <br /> PG&E. An additional meter will be installed on the line by PG&E so that natural gas can be <br /> supplied to the thermal oxidizer (TO). A hard pipe gas line will run from the building, <br /> underground in the planter, to the VETS enclosure. A licensed contractor will perform this <br /> installation. <br /> At the same time, 220-volt, single phase, electricity will be run from the building to the <br /> VETS enclosure. A licensed contractor will also perform this work according to code. <br /> 2.5 Extraction Blower <br /> The air will be extracted using a positive-displacement blower with a capacity of <br /> approximately 200 scfm at a vacuum at 10 inches of Hg column. A 7.5 horsepower, single- <br /> phase electrical motor powers the blower. The extracted air first passes through a liquid <br /> knockout unit and a fabric filter to protect the blower against rapid wear from sediment <br /> particles coming from the extraction wells. <br /> Entrained water will be condensed and collected in water knockout drum(s). Collected water <br /> will be containerized in DOT-approved drums, labeled, and stored on site. The condensed <br /> water will be hauled to a petroleum recycler. <br /> 2.6 Emissions Treatment System <br /> The emissions will be treated using a thermal oxidizer (TO). Natural gas will be used as an <br /> auxiliary fuel source for the TO. Figure 3 is a schematic of the treatment unit. Specifications <br /> of the TO unit are enclosed in Appendix B. The blower and TO will be secured by a locked, <br /> chain-link fence. <br /> 2.7 Installation & Startup <br /> An Authority to Construct Permit by the San Joaquin Valley Unified Air Pollution Control <br /> District (SJVUAPCD) will be secured once this Remedial Design Plan has been approved. <br /> After the VETS has been installed and is operational, a SJVUAPCD inspection will be called <br /> for in order to obtain a permit to operate. <br /> ` 3.0 OPERATION & MAINTENANCE <br /> L It is proposed to operate the VETS for a period of one year. At the end of the one-year <br /> period, the data will be reviewed and decisions made as to whether further vapor extraction <br /> will be necessary. <br /> F <br /> { <br />
