Soil discoloration and hydrocarbon odors
were noted beneath the west end of tanks#1 and #2. On March 18, 1999 the associated
piping and dispensers islands were removed. Hydrocarbon odors were noted in the soil
beneath the west end of the dispenser island area. Soil samples for analysis were
collected as required from beneath the tanks, the dispenser islands, the piping lines, and
from the soil stockpiles. Analytical results evidenced up to 210 parts per billion (ppb)
methyl-tertiary-butyl-ether(MTBE), 2,700-ppb tertiary-butanol (TBA) and 570 ppb total
xylene from the former tank pit, and 5,000-ppb TBA and 110 ppb total xylene from the
former dispenser island area.
Please submit a work plan to begin the investigation of the vertical and lateral extent of
the documented contamination to PHS/EHD by November 5, 1999. Include in the work
plan a site specific Health and Safety Plan, and a well survey that documents the location
of all domestic, industrial, municipal, agricultural and other wells within a 2000-foot radius
of the site. The construction of the wells, if known, should be included.
