KLEINFELDER
An employee owned company
File No. 32585.G01
September 22, 2003 CI MIM
Ms. Stacey Griffeth SEP 2 3 2003
11875 East Mayers Road EM/1RONMENT,
Acampo, CA 95220PHM EiV CESTH
Subject: DISCUSSION OF PERCOLATION TEST P-17
18882 E. GAWNE ROAD
STOCKTON, CALIFORNIA
Dear Ms. Griffeth:
As requested by Mr. Mike Huggins of San Joaquin County Environmental Health Department (SJCEHD),
we present this letter discussing Test Hole #1 at Percolation Test P-17 performed on July 8, 2003 as part of
the soil suitability study dated August 13, 2003. Mr. Eduardo Rodriguez performed the percolation test, and
Mr.Michael Escatto was the SJCEHD inspector.
The following is based on a discussion with Mr. Rodriguez as well as a review of the percolation test data
sheets from July 8, 2003. The two percolation tests inspected prior to P-17 were P-8 and P-1. The final
readings for Test Hole #1 of the previous two tests showed that all the water had percolated out of the test
holes. As Percolation Test P-8 was inspected, Mr. Escatto wrote "Empty" next to the final reading for Test
Hole #1 and instructed Mr. Rodriguez to specifically state when a given hole is empty. Upon completion of
Percolation Test P-1, Mr. Rodriguez wrote "Empty" next to the last reading of Test Hole #1 as instructed.
As previously stated, the percolation test inspected following P-8 and P-1 was P-17. Based on the water
level readings at 3:40 and 4:10,the test hole was clearly not empty. In addition, the test hole was not refilled
after the reading at 3:40. However, as test P-17 was inspected, it appears that a misunderstanding occurred
regarding the previously inspected Percolation Tests P-8 and P-1. Believing that Mr. Rodriguez had stated
that the test hole was empty on the last two readings (Mr. Rodriguez referring to tests P-8 and P-1), Mr.
Escotto incorrectly wrote "Empty" next to the final two readings of Percolation Test P-17 and recorded
below his signature that the two readings were empty. We note that English is Mr. Rodriguez's second
language.
In conclusion, due to a misunderstanding between Mr. Rodriguez and Mr. Escatto, Test Hole #1 of
Percolation Test P-17 was incorrectly recorded as being empty. However, it is our opinion that the numerical
readings for the test as well as the recorded percolation rate of 14.7 minutes per inch are correct.
We trust that this letter meets your needs at this time. If you have any questions, please contact our office.
Respectfully submitted,
KLEINFELDER
R J.
