PROCEDURE: <br /> I. For sites that have detectable levels of metals and petroleum <br /> hydrocarbons confirming a release from the UST, apply the <br /> detectable levels of petroleum hydrocarbons to the leaching <br /> potential analysis . <br /> a. For sites that fail the leaching potential analysis for <br /> petroleum hydrocarbons, refer the site to the Site <br /> Mitigation Program for oversight. <br /> b. For sites that pass the leaching potential analysis for <br /> petroleum hydrocarbons, determine if the levels of metals <br /> in the soil sample are hazardous (exceeds the total <br /> threshold limit concentration*) or potentially hazardous <br /> (equals or exceeds ten times the soluble limit threshold <br /> concentration*) . <br /> II . For sites that do not have detectable levels of petroleum <br /> hydrocarbons but do have detectable levels of metals, <br /> determine if the levels of metals in the soil sample are <br /> hazardous (exceeds the total threshold limit concentration*) <br /> or potentially hazardous (equals or exceeds ten times the <br /> soluble limit threshold concentration*) . <br /> III a. If the levels are hazardous, the responsible party must <br /> address the hazardous levels of metals in the soil . <br /> b. If the levels are potentially hazardous, the responsible <br /> party must analyze a representative soil sample using the <br /> waste extraction test to determine the soluble level . If <br /> the soluble or total levels are hazardous, the <br /> responsible party must address the hazardous levels of <br /> metals in the soil . <br /> C. If the levels are not hazardous, the site may be issued <br /> a closure letter with regard to the UST. <br /> * TTLC and STLC values are found in Title 22, Chapter 11, <br /> Article 3 of the California Health and Safety Code. <br /> 2 <br />
