Analysis <br /> Background <br /> On October 31, 1994, the Community Development Department approved Site Approval application No. <br /> SA-94-0040 for an agricultural truck parking operation for two (2)trucks and four(4)trailers. <br /> On January 9, 1997, the Planning Commission approved Use Permit application No. UP-96-0006 for <br /> neighborhood religious assembly for a maximum of 170 people to include conversion of the existing 3,200 <br /> square foot agricultural truck parking maintenance building into a religious assembly building, conversion <br /> of an existing 1,000 square foot garage into a kitchen and restrooms, and use of the existing residence <br /> for the priest. (Use Type: Religious Assembly—Neighborhood) <br /> On October 20, 2011, the Planning Commission approved Use Permit application No. PA-1000217 to <br /> expand the existing 170 member Neighborhood Religious Assembly facility into an 800 member Regional <br /> Religious Assembly Facility in two phases over five years. Phase One included the construction of a <br /> 19,940 square foot two-story _assembly hall, a 2,300 square foot one-story restroom building, and a <br /> parking area. Phase Two included the construction of a 14,750 square foot two-story kitchen, dining, and <br /> retreat building. The approval also included four (4) Outdoor Special Events per year. Building permits <br /> were never obtained and the land use application expired. The same applicant is now re-applying to <br /> expand the religious assembly with the subject application, but is no longer proposing Special Events. <br /> On November 11, 2016, the Planning Commission approved Use Permit application No. PA-1600026 for <br /> the expansion of an existing 13,945 square foot religious assembly facility from a maximum of 170 members <br /> to a maximum of 700 members to be completed in two phases over three years. Phase One includes the <br /> construction of a 23,700 square foot multi-purpose assembly hall for education programs and recreational <br /> activities, a 250 square foot well house, a 600 square foot structure to house fire tanks, and conversion of an <br /> existing 6,150 square foot agricultural building into a storage building. Phase Two includes the construction of <br /> a 20,500-square foot social hall with a kitchen, dining area, and retreat-area. (Use Type: Religious Assembly- <br /> Regional)The expiration date of the project was June 2, 2018. <br /> On May 22, 2018 the applicant filed a one-year Time Extension application, and on June 5; 2018, the <br /> application was deemed complete for processing. <br /> The Environmental Health Department submitted updated comments on the project. However, the proposed <br /> Time Extension does not change any other previously approved Conditions of Approval and the approval of the <br /> Time Extension application is consistent with the requirements of the Development Title. If this Time Extension <br /> application is approved,the new expiration date will be June 2, 2019. <br /> Neighborhood Opposition <br /> The Community Development Department received one (1) letter in opposition to the time extension from <br /> the neighbors. The letter of opposition cited concerns regarding traffic, garbage, and water service. <br /> Traffic: The neighborhood opposition raised concerns about traffic. The Department of Public Works <br /> required a traffic study for the previous expansion project that expired (PA-1000217) and a technical <br /> memorandum to update the traffic study for the expansion project (PA-1600026). As a result, the following <br /> mitigation measures were previously included in the conditions of approval to reduce the potential impacts <br /> to the existing roads by the proposed project to less than significant levels, and are included in the Staff <br /> Report as recommended Conditions of Approval. <br /> Mitigation 1: Provide an overflow parking lot that can accommodate 100 additional parking spots for <br /> San Joaquin County PA-1600026/Singh <br /> Community Development Page 4 <br />
