INTRODUCTION
The San Joaquin County Environmental Health Department(EHD) has requested an Addendum to a
Nitrate Loading/Soil Suitability Studies Report I completed for this project in September 2012. This
2012 Report was an Addendum to a Study I completed for this project in 1999. The EHD has
expressed concerns regarding the Average Daily Flow(ADF)volumes emanating from the Sikh
Temple upon the completion of proposed improvements as indicated in the most recent plans
submittal by the Applicant. Of significance, is the fact that the proposed maximum number of
Parishioners who are projected to attend Sunday Services has been reduced from 914 to 700.
However, it my understanding that EHD has greater concerns of wastewater flow volumes
originating from the future kitchen areas. It is common practice for Sikh Parishioners to cook food
at Sunday Services, so this will be at least a weekly occurrence.
For descriptive clarity, photographic plates have been attached to this document illustrating the
cooking area, a two-compartment sink, and a large circular sink for cleaning pots and pans.
In addition, EHD wanted to review the proposed domestic and wastewater piping orientations that
will serve the facility. The piping detail is also attached to this document.
FINDINGS
Although there is a proposed 23%reduction in the number of Sunday Parishioners, the original
design of the entire septic system, including the mound disposal system will not be changed. This
will create an additional safety factor. The plumbing diagram indicates compliance with original
plans and specifications in accordance with the California Plumbing Code.
The transition to the new on-site wastewater treatment and disposal system will include the
following: Construction of a new mound disposal system along with a new dosing tank to pressurize
effluent for disposal throughout the mound system. The existing mound will be removed with the
soil exported to the local landfill. The new septic and grease interceptor tanks will be installed with
sewer line connections in accordance with the approved plans. The existing clarified effluent
generated will also be disposed of throughout the mound system.
Regarding the two compartment and large circular sinks: The two-compartment sink has two
faucets for control of the water flow volume. The large circular sink has three faucets that are each
controlled by quarter-turn valves so that water use volumes can also be carefully monitored. For
both wash stations, wash water volume control should entail rinsing the pots and pans, shutting off
the water, washing, then turning water back on to rinse.
In the 2012 addendum report, I assigned 0.6 gallons of kitchen wash water per Parishioner. This
conveys a"worst-case scenario'wash water flow total of. 700 x 0.6=420 gallons used each Sunday
and possibly minor uses throughout any given week.
Page -1-
Chesney Consulting
