Environmental Impact Summary Letter Page 3
TEIXEIRA—SOUZA PROPERTY
WKA No. 6504.07
Possible methane gas occurrence should be evaluated after waste removal activities have been
completed. This can be accomplished by measuring methane gas (CH4) along with carbon
dioxide(CO2) and oxygen (02) beneath the site at several locations to determine the presence of
a flammable or explosive atmosphere and/or the potential for the methane gas to act as an
asphyxiate.
A typical way to assess the presence of methane gas is by conducting a soil-gas survey that
includes collection of soil-gas samples for submission to an analytical laboratory for testing.
This survey provides information regarding the success of the waste removal effort and identifies
the potential for dangerous gas buildup. Results of the survey can be provided in a summary
report along with recommendations for further action.
ASBESTOS CONTAINING MATERIAL AND LEAD-BASED PAINT
An asbestos and lead-based paint survey was performed on all structures located on the subject
property to support the proposed demolition of the structures and to comply with US
Environmental Protection Agency (EPA) and Cal/OSHA requirements. The survey was
performed by a Cal/OSHA Certified Asbestos Consultant and a California Department of Health
Services-certified lead paint inspector. The survey consisted of an initial inspection of each
structure to identify materials and painted surfaces that will require sampling, collection of bulk
samples of building material for asbestos analysis, and collection of paint samples for lead
analysis. The following sections present the details of these activities along with the findings.
Inspection
The inspector identified several building materials in each of the eight single-family residences
and within the former milking house with the potential to contain asbestos. The building
materials consisted of stucco, shingles, sheetrock, vinyl flooring, vapor barriers, and ceiling
texture. The inspector did not encounter any building materials associated with the barns or
holding corrals that are generally indicative of asbestos containing material. In addition, initial
inspection of the painted surfaces indicated that there was no deteriorating paint requiring
sampling for lead. However, to characterize the painted surfaces that may be disturbed during
demolition activities, exterior surfaces on each of the eight single-family residences and on the
former milking house were sampled to support possible waste disposal designation requirements.
Interior painted surface were in good condition and sampling of these surfaces was not
warranted. Interior and exterior surfaces of the bams and holding corrals were determined to not
require sampling for lead.
