3 PROJECT DESCRIPTION <br /> 3.1 SUMMARY <br /> ` San Joaquin County and Gerry N.Kamilos, LLC (GNK,LLC)are seeking adoption of the College Park at <br /> Mountain House Specific Plan Ill hereafter referred to as College Park(proposed project).The specific plan area <br /> (project site)is located in the southwest comer of unincorporated San Joaquin County, approximately 3 miles <br /> ` west of the City of Tracy and just northeast of the intersection of the Interstate 205 (I-205)and Interstate 580 <br /> (I-580)(Figure 3-1). <br /> College Park is the third of three specific plans proposed under the Mountain House Master Plan(MEW),which <br /> was adopted by the County in 1994(Figure 3-2). Specific Plan I(Specific Plan 1)was approved in 1994 and is <br /> currently under development. Specific Plan II(Specific Plan II)is currently under environmental review. Specific <br /> 6. Plan III(i.e.,College Park)is the subject of this Draft EIR. <br /> College Park would permit development of approximately 815 acres in the southern portion of the MHMP area.It <br /> r includes all or a portion of three of the 12 neighborhoods envisioned under the MHMP(i.e.,Neighborhoods A <br /> and B,and the eastern portion of Neighborhood D, (Figure 3-3).The County; GNK,LLC;InvestWest Matthews <br /> Land, hie.;and Delta College are the joint project applicants in that they are seeking specific entitlements as part <br /> of the proposed project. Other property owners (Pegasus,Hernandez,Mendoza,etc.)are not seeking specific <br /> ` entitlements and are not project applicants. <br /> The College Park project is a mixed-use project(residential,neighborhood commercial, office commercial,light <br /> industrial, school,park, and community college).The proposed project includes changes (i.e.,amendments)to the <br /> land uses previously approved for the site in the MHMP.These proposed changes have resulted from more <br /> detailed site analysis and planning,changes in market conditions,the relocation of kindergarten through 8th grade <br /> (K-8) school sites because of the presence of electrical transmission and high pressure gas-line easements that <br /> bisect the project site, and the purchase by the San Joaquin Delta College District(SJDCCD)of a portion of the <br /> site for a community college.The proposed project also includes project-level development proposals(i.e., <br /> tentative tract maps)for portions of the project site. <br /> Two community focus workshops(on June 25 and September 24,2003)and a California Environmental Quality <br /> Act(CEQA)scoping meeting(on September 24,2003)were conducted to obtain community input on the <br /> proposed project and EIR scope,and to refine the project design,where appropriate,in accordance with <br /> community input. <br /> The College Park at Mountain House Specific Plan Ill document is bound separately and is available for review <br /> by the public at the San Joaquin County Community Development Department, 1810 East Hazelton Avenue, <br /> Stockton,California 95205. <br /> 3.2 PROJECT LOCATION <br /> As indicated in Figures 3-3 and 34,the 815-acre College Park project includes Neighborhoods A,B and the <br /> eastern portion of Neighborhood D,which are located in the southern third of the MHMP area.Neighborhoods A <br /> and B are bounded by Grant Line Road to the north,I-205 to the south,Mountain House Parkway to the east, and <br /> the Alameda County line to the west.The eastern portion of Neighborhood D within College Park boundaries <br /> extends from approximately 500 feet south of Mascot Boulevard in the north to Grant Line Road in the south,and <br /> from Mountain House Parkway in the east to approximately 1,820 feet west of the centerline of Mountain House <br /> Parkway.A portion of Neighborhood D is within the boundaries of Specific Plan II. <br /> College Park at Mountain House Specific Plan III Draft EIR EDAW <br /> San Joaquin County 3-1 Project Description <br />
