► Develop Mountain House as a community that will accommodate a portion of the growth projected by the <br /> County's General Plan 2010 in an orderly,well-organized development pattern;and <br /> ► Provide for a lifestyle that is less reliant on the automobile,more directed towards activities within the local <br /> community and neighborhood, and more oriented toward the use of transit,bicycle, and pedestrian transport <br /> (SJCCDD 1994b). <br /> The following are the issue-specific goals established by the MHMP for the Mountain House community and are <br /> applicable to the College Park project: <br /> Community Character: Create attractive and diverse environments for living,working, and playing; <br /> ► Community Character: Provide for a pedestrian-friendly character in and between residential <br /> neighborhoods,village commercial centers,and the Town Center; <br /> ► Land Use: Establish a balance of housing, employment,and a full range of services and infrastructure in the <br /> community, while encouraging interaction between land uses; <br /> ► Land Use: Minimize impact on the County's agricultural resources; <br /> ► Housing: Provide an adequate supply of housing for all income groups in the community; <br /> ► Economic Development: Create a financially and fiscally viable community resulting in positive economic <br /> impact on the County; <br /> Circulation: Establish a safe and efficient circulation system to accommodate the movement of people and <br /> goods,reduce environmental impacts,and advance the quality of life in the community; <br /> ► Public Services: Provide adequate public services and facilities to serve the new community; and <br /> ► Resource Conservation: Minimize impact on sensitive environmental resources. <br /> The following additional land-use goal is being proposed by the College Park at Mountain House Specific Plan <br /> III for the College Park project: <br /> ► Accommodate a satellite campus in the community for Delta College. <br /> See Chapter 2 of the College Park at Mountain House Specific Plan III for the MHMP objectives that support <br /> each of the above goals. <br /> 3.7 PROPOSED ENTITLEMENTS <br /> The College Park project would include amendment of the MHMP land-use map(Figure 3-6A),adoption of a <br /> land-use concept plan(Figure 3-613),development standards,and design guidelines for development of the <br /> College Park area consistent with the goals,policies, standards,requirements,and implementation mechanisms of <br /> the MHMP.The College Park project would also include the entitlements and amendments addressed below in <br /> Sections 3.7.1,3.7.2, and 3.7.3.
