J <br /> 3.8.6 PARKS COMPONENT <br /> The parks component would include a community park,two neighborhood parks(Figure 3-6B), and an open <br /> space corridor. <br /> The 31.3-acre community park would be developed in the southwest portion of Neighborhoods A/B (Figure 3- <br /> 6B).The park would be developed adjacent to Central Parkway for visibility and vehicular accessibility, and <br /> along the pedestrian corridors(part of the open space corridor system)proposed within and adjacent to the _ <br /> PG&E/Chevron natural gas, crude oil, and electrical easements that cross the project site.The park would include <br /> a variety of active and passive uses and parking to serve overall community needs,although residents and <br /> employees of Neighborhoods A/B,C, and D are expected to make up the majority of users(Figure 3-8). The park <br /> facilities shall conform to the MHCSD Parks, Recreation and Leisure Plan. <br /> The community park would be illuminated in accordance with MHCSD Design Standards and/or lighting <br /> approved by MHCSD. Both security and sports lighting would be included. Sports Lighting would include lit <br /> tennis courts, multipurpose courts,the skate park,and adult softball diamonds. A lit baseball diamond is also <br /> planned in either the community park or at Delta College. <br /> Because the MHMP planned for a 38-acre community park,whereas the proposed project plans for a 31.3-acre <br /> community park', a Joint-Use Facility Agreement between the SJDCCD and the MHCSD is being negotiated to <br /> provide for the joint use by the College Park community of 7.0 acres of joint-use athletic facilities planned at <br /> Delta College.The recreational joint uses shared with the community college shall conform to the MHCSD Parks, <br /> Recreation and Leisure Plan. <br /> The 11.0 acres of neighborhood parks would include an 8.5-acre park between the two planned K-8 schools,and <br /> a 2.5-acre park west of Central Parkway to accommodate the residences in this area. The park facilities would <br /> conform to the MHCSD Parks, Recreation and Leisure Plan. <br /> J <br /> A pedestrian trail connection would be provided in or adjacent to the PG&E power line easement between the <br /> community park, the 8.5-acre neighborhood park,and the two K-8 schools. This trail connection would avoid the <br /> need to cross streets and provide a safe and enjoyable pedestrian route to schools and parks for much of the <br /> community. A pedestrian trail connection would also be developed to provide pedestrian access from the <br /> community park and 2.5-acre neighborhood park through a controlled roadway crossing of Central Parkway. <br /> Phasing of the park component would be controlled by MHCSD(through subdivision map conditions of <br /> approval)which would determine the minimum number of facilities and recreation areas required to serve each <br /> phase of the project at buildout. <br /> 3.8.7 PUBLIC FACILITIES COMPONENT <br /> J <br /> Consistent with MHMP requirements, 6.8 acres is reserved under the proposed College Park project for other <br /> public facilities(P/O).As indicated in Figure 3-6B and Table 3-2,two such public facilities are proposed as a part <br /> of the proposed project: (1) a 3.8-acre stormwater-quality basin to be located at the southwest comer of Grant <br /> Line Road and Central Parkway,just east of Grant Line Village; and(2)a 3-acre parcel located at the southeast <br /> comer of Grant Line Road and DeAnza Boulevard for a public,civic,or institutional use(assumed to be a church <br /> for purposes of this analysis). <br /> J <br /> 'The mix of athletic facilities included in the campus master plan presents a preliminary program of athletic facilities.The <br /> actual type of athletic facilities may change over time as the campus builds out and curriculum needs evolve. <br /> EDAW College Park at Mountain House Specific Plan III Draft EIR <br /> Project Description 3-24 San Joaquin County <br />
