project runoff. Stormwater runoff from industrial areas is required by the MHMP to be treated on-site using Best <br /> Management Practices(BMPs)before discharge into the storm drain system. <br /> As an interim alternative(until the new water-quality basin is developed for Neighborhood A)to the Central <br /> Parkway storm-drain system,runoff from the western portion of the College Park site could be routed to the <br /> ` DeAnza system,as shown in Figure 3-12("Potential temporary connection along south side of Grant Line <br /> Road").Because of the large upstream watershed that drains to the project site, any temporary routing would <br /> include interim detention such that flows would not exceed the capacity of the downstream storm-drain system. <br /> L <br /> As a potential interim requirement of MHCSD, a small water-quality and/or detention basin may be required as <br /> part of the DeAnza storm-drain system in the College Park portion of Neighborhood D. This basin could be <br /> ,. required until such time as the existing Water Quality Basin No. 1 is expanded to accommodate project runoff. <br /> 3.10.2 WATER <br /> Consistent with the MHMP,water for the proposed project would come from the existing Mountain House WTP, <br /> which is located along the north side of Byron Road,just east of the future Great Valley Parkway.The approved <br /> capacity of the plant is 20 million gallons per day(mgd),which is sufficient to serve the MHMP area at buildout <br /> when maximum day demand is expected to be approximately 17.1 mgd(MacKay& Somps 2004).The current <br /> design capacity of the plant is approximately 1.7 mgd,which would be fully consumed with development of <br /> Neighborhoods E,F, and a portion of G in Specific Plan I.Two expansions of the plant are currently being <br /> ` planned,one to 11.9 mgd, and the second to 17.1 mgd.It is anticipated that the improvements to the plant <br /> required to serve College Park will be completed in 2006(MacKay& Somps 2004). <br /> The project site lies between two pressure zones: Zone 1 is the portion of the MHMP area below elevation 90, <br /> and Zone 2 is above elevation 90.The boundary between the two zones is generally Mascot Boulevard,with the <br /> College Park site generally located in Zone 2(although a portion of the College Park site north of Grant Line <br /> Road is within Zone 1).As shown in Figure 3-13, water mains in Central Parkway and DeAnza Boulevard,to be <br /> constructed by Trimark in summer 2004,to just south of Mascot Boulevard would be extended south along these <br /> roadways to serve the College Park project site.The College Park area,or Zone 2,is at a higher elevation and <br /> would require construction of a booster pump station.There are several options for the location of the booster <br /> pump station.The primary location is shown in Figure 3-13.An alternative location is along the east side of <br /> DeAnza Boulevard,north of Grant Line Road in the Neighborhood D portion of the College Park project site. <br /> Treated potable water is stored at the WTP near Byron Road.Two water tanks are proposed on the SJDCCD <br /> portion of the College Park project site,one for Zone 1 and one for Zone 2.These two tanks would be located in <br /> the northeast comer of the SJDCCD property, as shown in Figure 3-13. <br /> To supplement water from the Mountain House WTP,the project includes a proposal for a nonpotable water <br /> system whereby 60 acre-feet per year(afy)of non-potable water would be provided to the College Park site by the <br /> BBID for landscape irrigation. This nonpotable water(regular water not treated to drinking water standards) <br /> would be provided through an underground pipe system that would run from BBID's Canal 155, located just <br /> north of Grant Line Road, southward down the Great Valley Parkway right-of-way,eastward along the south side <br /> of Grant Line Road, and then southward down Central Parkway to the proposed community park.A small pump <br /> station would be built at the terminus of the canal and the new pipeline to pump the water from the canal into the <br /> system and to provide the necessary water pressure. <br /> College Park at Mountain House Specific Plan III Draft EIR EDAW <br /> San Joaquin County 3-39 Project Description <br />
