The design of any buffer area located in Alameda <br /> County shall be reviewed and endorsed by a qualified neutral party with specific expertise in <br /> urban/agricultural interface.Any off-site mitigation resulting in conservation easements shall be <br /> considered when assessing any per-acre agricultural mitigation fee or any wildlife mitigation. <br /> (b) The Policy and Implementation should be inserted under Objective 3,in Community Monitoring <br /> Programs in Jobs/Housing&Affordable Housing(Appendix C)in place of Policy a)and b): <br /> Policy.On-site residents shall be notified of the County's Right-to-Farm ordinance and that they are <br /> purchasing land or homes in an agricultural area. Arterials with a north-south orientation shall be planted with <br /> " columnar trees, groves of densely planted small flowering trees, and shrubs on both sides and the center <br /> median of the roadway.Arterials with an east-west orientation shall be planted with evergreen canopy trees <br /> and shrub masses on both sides and the center median of the roadway. <br /> Walls and Fences(Chapter 4). Community masonry walls 6-7 feet high shall be built that adjoin major <br /> public streets,parks,public use areas,community edges,and entrances.
