Road. Several irrigation vent and valve boxes are located along Grant Line Road most notably at the northeast <br /> comer of the Hansen Road and Mountain House Parkway intersections. Power lines run along both sides of Grant <br /> Line Road including one ground-mounted transformer and seven pole-mounted transformers along its length. The <br /> adjacent ground area shows signs of buried fiber optic lines along both sides of Grant Line Road. An unlabeled <br /> green box presumed to be associated with the fiber optic lines is located on the north shoulder just west of the _ <br /> California Aqueduct.The Delta Mendota Canal extends northwest to southeast through the western portion of <br /> Grant Line Road. Small irrigation canals pass under Grant Line Road 300-feet west of South Hansen Road. Signs <br /> for one petroleum and two gas pipelines indicate the pipelines cross under Grant Line Road just east of the <br /> Alameda-San Joaquin County line. <br /> RESULTS OF THE HISTORICAL REVIEW <br /> The historical review included title documents,historical topographic maps, fire insurance maps,and historical <br /> aerial photographs. No evidence of past hazardous materials facilities,such as gas stations, industrial facilities, or <br /> waste dumps,was identified on the site during the historical review.While the project site does not have a history of supporting hazardous materials facilities,hazardous materials have been used at the site and several incidents <br /> involving public safety and hazardous materials have occurred on and in the vicinity of the site, as described <br /> below. — <br /> Land uses and practices at the project site and off-site infrastructure locations which may have public safety and <br /> hazardous materials issues include: _ <br /> Farmland where pesticides have been used over an extended period of time; <br /> Two dairies where animal waste is generated and stored; <br /> Pre-1980s structures that may contain asbestos or lead-based paint; <br /> Overhead high-voltage electrical transmission lines and transformers that may emit EMFs and may contain <br /> polychlorinated biphenyls(PCBs); <br /> Natural gas pipelines and a crude oil pipeline that may represent a leak or explosion hazard; and <br /> Both above-ground storage tanks(ASTs) and underground storage tanks (USTs)that may contain hazardous <br /> materials and fuels which could have the potential to contaminate soils. <br /> Agricultural activity has occurred on the site since the 1850s,and pesticides,herbicides,fuels, and chemicals <br /> related to agricultural operations have been used and stored at the site over an extended period of time.Pesticides <br /> such as paraquat,phenoxy,methomyl,amitrole,and chloropicrin are believed to have been used at the site. The <br /> half-lives of these pesticides ranges from several hours to 14 days,but paraquat has a half-life of more than 1,000 <br /> days and is typically highly persistent in surface soils. — <br /> The two existing dairies on the site(Teixeira Dairy north of Grant Line Road,and Lucky J Dairy south of Grant <br /> Line Road)contain waste disposal ponds. In 1999,California took legal action against the Lucky J Dairy.The <br /> action was related to violations of the Clean Water Act associated with the discharge of animal waste to surface <br /> waters. As a result of the legal action,the dairy came into compliance and was still compliant in 2003. <br /> PG&E records indicate there have been no leaks or ruptures of natural gas pipelines in the vicinity of the project <br /> site since the pipelines where installed.However,on December 4, 2003,the 18-inch Chevron crude oil pipeline <br /> that bisects the project site was accidentally struck by a tractor working on farmland on a parcel directly southeast <br /> of the project site.Approximately 21,000 gallons(500 barrels)of crude oil were released.The area of <br /> contaminated soil is approximately 2.2 acres,extending north, east,west and south of the pipeline(Kleinfelder <br /> and Siegfried Engineering 2003).
