Locate habitable structures within a natural gas or crude oil pipeline"no habitable structure"zone as de£med by a pipeline risk assessment; or • Locate a school site less than 150 feet from 230 kVA electrical lines. 4.9.4 IMPACT ANALYSIS ANALYSIS METHODOLOGY This section has been prepared based on: two Phase I Environmental Site Assessments prepared for the proposed project by ENGEO,Inc. dated April 15, 2004 and November 2,2004; a Pipeline Risk assessment prepared for the proposed project by J House Environmental dated June 2004; and independent research and analysis on EMFs. See the beginning of this section,the Phase I ESA, and the Pipeline Risk assessment,for further discussion. Previous environmental studies reviewed for this analysis are listed below: • Final EIR for the Mountain House Master Plan and Specific Plan I(SJCCC, September 1994). Delta College at Mountain House Phase I ESA (Levine Fricke, June 29, 2001). • Mountain House Muela, Tuso, and Teixeira Property Environmental Assessments(Wallace Kuhl& Assoc.,Inc.,June 2,2003). ` The studies above are available for public review at the San Joaquin County Community Development Department, 1810 East Hazelton Avenue, Stockton,California 95205. IMPACTS AND MITIGATION MEASURES o• The Initial Study(IS)prepared for the proposed project found that minor amounts of hazardous materials could be used on the project site during project construction.Construction activities would be subject to federal, state, and local laws, requirements and permits designed to minimize and avoid the potential health and safety risks associated with hazardous materials.Furthermore, a Stormwater Pollution Prevention Plan(SWPPP)would be required of developers within the Specific Plan III site and would outline methods to protect against the accidental release of construction-related chemicals into site runoff.
