Risk management measures currently in place by PG&E and Chevron, and adherence to MHMP MMP j <br /> and Delta College EIR mitigation measures requiring preparation of a Pipeline Safety Plan,coordination <br /> of project construction activities with PG&E and Chevron within 500 feet of their pipelines,remediation <br /> of any existing contamination, and mapping of the pipelines, would together minimize the potential for 1 <br /> leaks,ruptures,and other incidents involving on-site natural gas and crude oil pipelines.However, <br /> because an incident along the pipelines may still occur and habitable residential structures,parks,and <br /> open space are proposed in the proximity of the pipelines,a significant impact could occur. <br /> For an evaluation of potential project impacts on the PG&E/Chevron pipelines,see Section 4.5,"Public <br /> Utilities." S <br /> 1 <br /> Mitigation Measure 4.9-5: Public Health and Safety—Exposure to Pipeline Hazards.The following measures <br /> shall be implemented by the College Park developers: <br /> • No habitable residential structures(i.e., homes, apartments, granny flats, garages converted to living <br /> quarters,patio rooms, sun rooms)shall be permitted within 68 feet of the PG&E-Chevron pipeline <br /> that bisects the College Park site and contains Pipelines L401,L002,and CSDF 0499.Alternatively, <br /> no habitable residential structures as defined above shall be permitted within 68 feet of the nearest <br /> pipeline in the PG&E easement.Outdoor structures such as pools, fences,patios,and decks could be <br /> allowed within the no build zone, since occupancy would be less than 100%. Garages would be <br /> permitted as long as documentation accompanies the sale or rental documents for the residence <br /> prohibiting conversion of the garage to a habitable use(spare bedroom, game room,etc.). <br /> • Public disclosure of the hazard posed by the Pipelines Loo 1,L002,and CSDF 0499 shall be provided in <br /> the purchase and rental agreements for all habitable residential structures to be located within 249 feet of <br /> the PG&E/Chevron easement,and shall appear in all subsequent purchase and rental agreements <br /> associated with these structures. <br /> Implementation of the above mitigation measure would reduce exposure to pipeline hazards to a less- <br /> than-significant level. <br /> IMPACT Public Health and Safety—Exposure to Electromagnetic Fields. The proposed project would comply <br /> 4.9.6 with CDE school setback requirements from electrical transmission lines. While the project would result in _ <br /> development of residential uses in close proximity to electrical transmission lines,project compliance with <br /> the requirements of the MHMP and MHMP MMP would avoid significant adverse EMF-related health effects. <br /> A less•than•signfficant impact would occur _ <br /> The College Park project site is bisected by the Rio Oso-Tesla 230-kVA electrical transmission lines <br /> which are in the 75-foot wide PG&E easement.The proposed project would include the development of <br /> sensitive land uses(schools,residences)in relatively close proximity to the easement(Figure 3-613). 1 <br /> School buildings at the two proposed K-8 locations would each be set back from the easement by <br /> approximately 250 feet which is greater than the 150-foot setback required by CDE. The balance of the -� <br /> school sites, including the 2.5-acre play fields associated with each school would be set back 150 feet <br /> from the easement, so these fields would also comply with the CDE 150-foot setback requirement. <br /> Therefore, school children associated at the two proposed K-8 schools would not be exposed to adverse <br /> health effects from the EMFs emitted by the transmission lines,and a less-than-significant impact would <br /> occur. <br /> Under the proposed project,residential uses would be developed on either side of the Rio Oso-Tesla <br /> Transmission Line easement for much of the easement length.However,in accordance with the Specific <br /> EDAW College Park at Mountain House Specific Plan III Draft EIR <br /> Public Health and Safety 4.9-38 San Joaquin County <br />
