highest diversity of wildlife species at the College Park site. These habitats are primarily restricted to the
perennial(Hernandez)drainage. Riparian and marsh vegetation in this drainage could provide nesting and !
foraging habitat for a wider variety of bird species,as well as habitat for common amphibian species.
SENSITIVE BIOLOGICAL RESOURCES
Sensitive biological resources addressed in the following sections include those that are afforded special
protection through the California Environmental Quality Act(CEQA), California Endangered Species Act
(CESA),California Fish and Game Code, federal Endangered Species Act(ESA), federal Clean Water Act
(CWA),and the San Joaquin County Multi-Species Habitat Conservation and Open Space Plan(SJMSCP).
Special-status species addressed in this section include plants and animals that are legally protected or otherwise
considered sensitive by federal, state,or local resource conservation agencies and organizations. These include --
species that are state-or federally listed as rare, threatened,or endangered; those considered as candidates or
proposed for listing; species identified by the California Department of Fish and Game(DFG)or the U.S. Fish
and Wildlife Service(USFWS)as species of concern;plants considered by the California Native Plant Society
(CNPS)to be rare, threatened,or endangered(Lists 1B and 2); and species covered in the SJMSCP.
Table 4.10-1 provides a complete list of special-status species potentially occurring at the College Park site. This
list was developed through a review of biological studies previously conducted at the College Park site and
vicinity and observations made during field surveys conducted for this project. The DFG California Natural
Diversity Database(CNDDB 2004)and CNPS database(CNPS 2003)were also reviewed for specific
information on documented observations of special-status species in the Midway,Clifton Court Forebay, Byron
Hot Springs, Altamont,Union Island, and Tracy U.S.Geological Survey(USGS)quadrangles.
Table 4.10-1
Special-Status Species Potentially Occurring at the College Park Site and
Off-Site Improvement Areas
Species Statusa Habitat and Blooming Period Potential for Occurrence b
USFWS DFG CNPS
Plants
Bristly sedge 2 Coastal prairie, marshes and Unlikely to occur;potentially
Carex comosa swamps(lake margins),valley suitable habitat present, but may
and foothill grassland;blooms be extirpated from San Joaquin
May-September County
Slough thistle 1B Chenopod scrub, swamps, Could occur;potentially suitable
Cirsium crassicaule marshes, riparian scrub, and habitat present
sloughs with slow-moving
water;blooms May-August
Delta button-celery — E 1B Seasonally flooded clay Unlikely to occur;potentially
Eryngium racemosum depressions in riparian scrub; suitable habitat present, but —
blooms June-September considered by CNPS and DFG
to be extirpated from San
Joaquin County
Rose-mallow 2 Freshwater marshes and Could occur;potentially suitable
Hibiscus lasiocarpus swamps;blooms June- habitat present
September
Delta rule pea — — 1B Brackish and freshwater Could occur;potentially suitable
Lathyrus jepsonii var. marshes;blooms May- habitat present
jepsonii September
EDAW College Park at Mountain House Spedrfic Plan III Draft EIR
Biological Resources 4.104 San Joaquin County
