4.11 TRANSPORTATION <br /> This section has been prepared by the Mountain House Community Services District's(MHCSD's)traffic <br /> consultant for the project,TJKM Transportation Consultants(TJKM).The purpose of this section is to evaluate <br /> the traffic impacts related to the development of the proposed College Park project,and to determine the <br /> infrastructure needed to support the proposed development and to mitigate its traffic impact. <br /> 4.11.1 PHYSICAL SETTING <br /> The buildout of the Mountain House community will include 12 neighborhoods and a Town Center that include <br /> residential,retail,and commercial development.It is planned to be a self-sufficient community with its own schools, <br /> parks,and public facilities.The College Park project covers the southern portion of the Mountain House Master Plan <br /> (MHMP)area and includes MHMP Neighborhoods A and B,and the eastern portion of Neighborhood D.The <br /> project site and its vicinity are shown in Figure 4.11-1.The proposed concept plan is shown in Figure 4.11-2. <br /> To date,MHMP Neighborhoods E,F,and G have been approved for development as part of Specific Plan I along <br /> with mitigation measures to address impacts of this development,including traffic impacts.Concurrent with the <br /> _ traffic analysis described below are other ongoing traffic analyses,including those for the Specific Plan II area <br /> located north of the College Park project site and the Mountain House Business Park located southeast of the <br /> project site.The MHCSD will manage Mountain House public facilities. <br /> REGIONAL ROADWAYS <br /> The project is served regionally by Interstate 205 (I-205),located just south of the project site(Figure 4.11-1).I- <br /> 205 provides access to Tracy and Interstate 5 (I-5)to the east and to Interstate 580(I-580)to the west,which <br /> connects with the greater San Francisco Bay Area(Bay Area)and Silicon Valley employment centers.It has six <br /> lanes in the vicinity of the project site. <br /> The I-205/Mountain House Parkway interchange is located between interchanges serving Eleventh Street to the <br /> east and I-580 to the west. Currently,Mountain House Parkway is a two-lane undivided roadway.The existing <br /> interchange on I-205 has a two-lane overpass(one lane in each direction).The MHCSD is preparing a Project <br /> 4 <br /> Study Report(PSR)that analyzes a proposed project that consists of widening the existing two-lane overpass to <br /> six lanes to provide three northbound and three southbound lanes,constructing a southbound-to-eastbound loop <br /> on-ramp, and modifying the ramps to the existing intersections.The PSR has been approved and construction is <br /> expected to begin in 2005. <br /> State Route(SR)4,another roadway of regional importance,runs east-west approximately 10 miles north of the <br /> project site.Tracy Boulevard and I-5, east of the project site,connect with SR 4. <br /> LOCAL ROADWAYS <br /> Grant Line Road,Mountain House Parkway, and Byron Road provide local access to the freeway and the <br /> immediate areas (Figure 4.11-1).Von Sosten Road connects Mountain House Parkway and Byron Road. <br /> Grant Line Road is a two-lane east-west road that runs parallel to and north of I-205.It provides access to the City <br /> of Tracy and also connects to the I-580 freeway to the west of I-205 via Altamont Pass Road.It is generally a <br /> rural road with posted speeds limits of 45 miles per hour. <br /> Mountain House Parkway is a two-lane north-south roadway that provides a connection between I-580 on the <br /> south and Byron Road on the north.It forms the eastern boundary of the Mountain House community south of <br /> Byron Road.The segments adjacent to the College Park site are expected to be widened to four lanes within the <br /> next two years by Trimark Communities(Trimark). <br /> College Park at Mountain House Specific Plan III Draft EIR EDAW <br /> San Joaquin County 4.11-1 Transportation <br />
