differences in regional traffic volumes between the current and previous modeling efforts are largely attributable <br /> to the greater accuracy of regional traffic projections in the current model. <br /> IMPACTS AND MITIGATION MEASURES <br /> IMPACT Transportation—Effects on 2025 Cumulative With-Project Conditions on Anticipated Network. This <br /> 4.11-1 scenario evaluates the traffic impact on the roadways in the project vicinity from the buildout of the proposed <br /> project and the remaining portions of the MHMP in the cumulative 2025 scenario. Under the cumulative <br /> 2025 scenario, some of the arterials in the project vicinity are projected to operate at an unacceptable LOS. <br /> Without mitigation, traffic impacts on these roadways would be significant. With implementation of the <br /> mitigation adopted previously for MHMP development, however, traffic effects on all but two of the arterial <br /> segments evaluated would be less than significant.Altamont Pass Road west of Grant Line Road would <br /> still be projected to operate at LOS F, resulting in a significant and unavoidable impact. This result is <br /> consistent with the results of the MHMP EIR.Also, Byron Road east of Grant Line Road is projected to <br /> operate at LOS 0, while the current acceptable standard for this roadway segment is LOS C. This segment <br /> was not projected to operate at an unacceptable LOS in the MHMP EIR. The effect on this segment would <br /> be potentially significant. In addition,several freeway segments in the project area are projected to <br /> " operate at LOS F,as found in the MHMP EIR.A significant and unavoidable impact would occur. <br /> This scenario considers the buildout of the cumulative 2025 land use and network conditions,including the <br /> addition of the traffic from buildout of all the neighborhoods assumed in the MHMP EIR,plus the proposed <br /> College Park land uses and the proposed Delta College. <br /> As of the preparation of this section,the City of Tracy was in the process of conducting a PSR for the addition of <br /> the Lammers Road Interchange at I-205.The proposed Lammers Road Interchange would be located on I-205 <br /> between Eleventh Street and Grant Line Road.In consultation with SJCOG staff,it was decided that the 2025 <br /> cumulative scenario for the traffic analysis should include scenarios both with and without the construction of the <br /> proposed I-205/Lammers Road Interchange,although funding is not currently available for the construction of the <br /> interchange.The purpose of including the scenario with the interchange in the current analysis is to briefly <br /> evaluate the potential impact or merits of the proposed interchange.However,the significance conclusions of the <br /> L current analysis do not include any assumed benefits of the Lammers Road Interchange(diversion of trips from <br /> Mountain House Parkway to Byron Road). <br /> Trip Generation <br /> Results of Modeling of Trip Generation <br /> The trip generation estimate produced by the SJCOG model for the proposed project is shown in Table 4.11-7.As <br /> indicated,the proposed project is projected to generate a total of 4,997 a.m.peak-hour trips and 5,913 p.m.peak- <br /> hour trips. <br /> Estimated trip generation for the MHMP at buildout is provided in Table 4.11-8 for two buildout scenarios: (1) <br /> 2010 buildout of the MHMP as currently approved(as reported in the MHMP)and(2)2025 buildout of the <br /> MHMP with development of the College Park site as proposed.As indicated,buildout of the MHMP with the <br /> — College Park project would result in slightly fewer total a.m. and p.m. peak-hour trips and fewer external a.m. and <br /> p.m.peak-hour trips than would buildout under the currently approved MHMP. <br /> Note that trip generation depends on land use and not the provision of transportation facilities such as highway <br /> interchanges.Therefore,trip generation estimates for 2025 buildout with the project would be the same with and <br /> without the construction of the proposed I-205/Lammers Road Interchange. <br /> — <br /> College Park at Mountain House Specific Plan III Draft EIR EDAW <br /> San Joaquin County 4.11-25 Transportation <br />
