The County has adopted LOS D as the standard on Byron Road from the county line to Wicklund Road as part of <br /> its strategy to reduce vehicle trips.Adopting the current mitigation measure would extend this strategy to cover an <br /> additional portion of this roadway.With this standard,the projected cumulative traffic effect on this roadway <br /> would be less than significant. <br /> According to the MHMP EIR,"As an alternative to widening the I-205 freeway beyond six lanes,the project <br /> sponsor shall contribute a fair share to the development of a parallel east-west roadway system north of I-205, <br /> extending between Mountain House and the City of Lathrop's Gold Rush City development,including the <br /> necessary multi jurisdictional altemativelfeasibility studies."Recent news reports indicate that the River Island <br /> project in Lathrop will be funding a portion of the proposed Golden Valley Parkway north of the heavily <br /> congested I-205. A preliminary alignment of this roadway is shown in the draft City of Tracy General Plan.The <br /> County should work with the City of Tracy in the future to conduct more detailed analysis of the area,possibly <br /> conducting a plan line study for the roadway. Such an effort could also result in reduced cumulative traffic effects <br /> on the existing roadways. <br /> There is no additional mitigation available to reduce the 2025 cumulative traffic impact on Altamont Pass Road <br /> west of Grant Line Road and on 1-580,1-205,and I-5 north of I-205 to a less-than-significant level.Impacts on <br /> these roadway segments therefore would remain significant and unavoidable. <br /> IMPACT Transportation—Potential Traffic Safety Issues during Construction. Project construction would be <br /> 4.11-2 required to comply with the Mountain House Construction Management Plan, which would preclude roadway <br /> ` damage and safety problems from occurring.A less-than-significant impact would occur. <br /> Construction-related truck traffic could pose several concerns,including safety issues as well as damage to <br /> roadways. San Joaquin County has adopted the Mountain House Construction Management Plan,which identifies <br /> " approved roadways for use by project-related construction vehicles and establishes regular monitoring of the <br /> approved roadways to assess potential damage to them and to avoid potential conflicts with MHMP residents.The <br /> MHCSD would require the general contractor for each phase of construction to be in compliance with the <br /> Mountain House Construction Management Plan.With implementation of these measures, a less-than- <br /> significant impact would occur. <br /> .. Mitigation Measure 4.11.2:Transportation—Potential Traffic Safety Issues during Construction. <br /> No mitigation is required. <br /> 4.11.5 RESIDUAL SIGNIFICANT IMPACTS <br /> As discussed under Impact 4.11-1,project traffic would contribute to an increase in vehicular traffic along <br /> segments of 1-205,1-580,and I-5. As concluded in the MIRAP EIR(and shown in Table 4.11-14),most sections <br /> of the freeways are expected to operate at LOS F.The results of the freeway analysis described above are <br /> consistent with the results of the MHMP EIR in terms of segment LOS operations. <br /> The MHMP EIR proposed a number of mitigation measures related to freeway impacts.Most of these measures <br /> include proposed and planned freeway and interchange improvements projects to which the MHMP would <br /> contribute a proportionate fair share of the funding.The freeway mitigation measures from the MHMP EIR are <br /> described in Table 4.11-18.As with other developers in the MHMP area,the College Park developers shall <br /> participate in a proportionate fair share cost of the freeway project funding based on the MHTIF/ RAF fair share <br /> program However,even with this action,the impacts to the freeways would remain significant and unavoidable. <br /> In addition,despite the implementation of safety and operational improvements on Altamont Pass Road west of <br /> Grant Line Road this roadway segment is expected to operate at LOS F after mitigation,which is similar to the <br /> results identified in the MHMP EIR.Therefore,the cumulative traffic effect on this segment would be significant <br /> and unavoidable. <br /> College Park at Mountain House Specific Plan III Draft EIR EDAW <br /> San Joaquin County 4.11-55 Transportation <br />
