The proposed project would include the development of a mix of land uses. However,the proposed project would <br /> not include new agricultural,dairy,heavy industrial,or manufacturing uses that often are the sources of <br /> objectionable odors. Therefore,a less-than-significant impact would occur. <br /> The project site contains two dairies. These dairies are located in the eastern portion of the site along Mountain <br /> House Parkway(see Figure 4.2-1 in Section 4.2,"Land Use and Agriculture'l,and contain dairy cows,feet lots, <br /> waste ponds,and animal refuse piles. The dairies,especially the waste ponds and animal refuse piles, generate <br /> objectionable odors. Under the proposed project,new residential land uses would be developed directly west of <br /> these existing dairies(see Figure 3-6B in Chapter 3,"Project Description"). This would occur in Phase I(2005- <br /> 2008). Therefore,the new residences proposed adjacent to the dairies would be subject to objectionable odors <br /> from the dairies on an occasional basis,when west-to-east winds are weak or non-existent,and on a temporary <br /> basis until the dairies are replaced with urban development scheduled for Phase III(2012-2015)of the proposed <br /> project. A significant impact could occur. <br /> ` Mitigation Measure 4.12-3: Air Quality—Possible Temporary and Occasional Exposure of New Sensitive Uses to <br /> Odors <br /> ` The College Park developers shall not develop any new residential uses within 1,000 feet of the two existing on- <br /> site dairies until such time as the diaries cease operation and the dairy waste ponds and animal refuse piles are <br /> removed. <br /> Implementation of the above mitigation measure would reduce temporary and occasional odor impacts associated <br /> with developing new residential uses adjacent to the existing dairies to a less-than-significant level. <br /> IMPACT Air Quality--Generation of Local Mobile-Source CO Concentrations. Implementation of the proposed <br /> 4.12-4 project would result in the generation of CO at nearby intersections from increased vehicular traffic on the <br /> local transportation network. However, the proposed project would not contribute to CO concentrations that <br /> exceed the CAAQSs of 9.0 ppm for 8 hours or 20 ppm for 1 hour at these intersections during or at buildout <br /> (2025). A less-than-significant impact would occur. <br /> The primary mobile-source pollutant of localized concern is CO. Local mobile-source CO emissions near <br /> roadway intersections are a direct function of traffic volume, speed,and delay. Transport of CO is extremely <br /> limited because it disperses rapidly with distance from the source under normal meteorological conditions. Under <br /> specific meteorological conditions,CO concentrations near roadways and/or intersections may reach unhealthy <br /> levels with respect to local sensitive land uses, such as residential units,hospitals, schools, and childcare facilities. <br /> Modeling of CO concentrations is typically recommended for areas located near signalized roadway intersections <br /> that are projected to operate at an unacceptable LOS (i.e.,LOS E or F) (Garza et al. 1997). <br /> As indicated in Section 3.12,"Project Phasing,"the phasing plan for the proposed project calls for buildout of the <br /> project in year 2025. According to the traffic analysis prepared for the proposed project(Section 4.11, <br /> "Transportation'),traffic on the roadway network in 2025 resulting from buildout of the proposed College Park <br /> project in combination with areawide growth would not result in LOS E or F conditions at any of the intersections <br /> analyzed. Therefore,modeling of CO concentrations for the year 2025 is not necessary. With continued <br /> reductions in CO emissions from mobile sources,which is anticipated because of expected technological <br /> improvements and regulatory controls,predicted CO concentrations in the year 2025 associated with project <br /> traffic would not be anticipated to exceed the NAAQSs/CAAQSs for CO at area intersections.
