convalescent, worship, and outdoor activity area(park, courtyards)uses. As indicated in Figure 4.13-2,the
existing noise-sensitive land uses on the College Park site include approximately 50 residences in the northwest
portion of the project site(Grant Line Village), four residences in the central portion of the site, and one residence
in the northern portion of the project site along the south side of Grant Line Road. Figure 4.13-2,also indicates
existing noise-sensitive land uses in the vicinity of the project site, including six residences on the east side of
Mountain House Parkway between the Interstate 205 (I-205)interchange and Byron Road, seven residences on
the north side of Grant Line Road between Mountain House Parkway and the Alameda County line, and four
residences on Byron Road between Mountain House Parkway and Hansen Road.Additional noise-sensitive land
uses(residences)are being developed north of Mascot Boulevard in conjunction with Specific Plan I.
EXISTING NOISE ENVIRONMENT
The existing noise environment on and in the vicinity of the project site is influenced primarily by surface —
transportation noise emanating from vehicular traffic on area arterials(e.g.,Grant Line Road,Mountain House
Parkway)and I-205.Agricultural activities also contribute to the existing background noise levels. The project
site, located approximately 5 miles southeast of the Byron Airport in Contra Costa County,is also influenced by —
aircraft flyover noise.According to the Mountain House Master Plan(MHMP)EIR,portions of Neighborhoods
A,B, and D fall within the noise impact area of the airport(San Joaquin County Community Development
Department [SJCCDD] 1994). _
EDAW conducted an ambient noise survey for this analysis on May 19,2004 to document the existing noise
environment at various locations in the College Park area.Measurements were taken for 15 minutes at three
separate locations during the nonpeak traffic hours, using a Larson Davis model 820 sound level meter placed at —
approximately 4.5 feet above the ground surface. The locations were chosen for analysis because they are each
located in the vicinity of adjacent off-site noise-sensitive land uses.Figure 4.13-2 identifies the sound
measurement locations. The daytime A-weighted sound levels measured during each survey are summarized in —
Table 4.13-1. Based on the measurements taken, average daytime noise levels(in dBA Lq)in the College Park
area range from the high 50s to upper 60s,depending primarily on distance from nearby roadways and shielding
of noise from existing structures. Peak or Lm„noise levels reach between approximately 76 and 81 dBA and are —
associated with large trucks and agricultural equipment passing by.
Table 4.13-1
Existing Ambient Noise Measurements (May 19, 2004)
Primary Distance A-Weighted Sound Level(dBA)
Sound Level Measurement Location Noise to Roadway Time
Source Centerline Ley LMn L
East side of Mountain House Parkway; 11:46 am-
1 Approximately 300 feet north of traffic 48 feet 12:01 pm 68.0 49.6 81.2
Intersection with Van Sosten Road
North side of Grant Line Road, east of birds, 1:35
2 Grant Line Village(approximately 150 traffic 47 feet 1:50 pm 60.7 38.9 75traffic _
yards west of 18795 address]
North side of Grant Line Road, across 1:55
3 from Grant Line Village,approximately traffic 51 feet 2;10 pm 59.9 38.4 79.0
150 yards east of county line
Sound Level Measurement Locations correspond to those locations depicted in Figure 4.13-2.
Source:Data provided by EDAW in 2004
Traffic noise on area roads is a prominent noise source in the area.Existing traffic noise levels on area roads were
estimated using the FHWA Traffic Noise Prediction Model (FHWA-RD-77-108), based on existing traffic —
conditions and are presented in Table 4.13-2.
EDAW College Park at Mountain House Specific Plan III Draft EIR —
Noise 4.13.4 San Joaquin County
