SP,other than SP I, shall identify mitigation to ensure that exterior noise levels at existing residences do not
exceed an Ld„of 65 dB at the property line and an Ld„of 45 dB inside the residence.
► Stationary Noise Control(Section 11.4 Policy b) As a means of providing noise-level standards that
account for stationary noise sources, new development of noise-sensitive uses shall not be allowed where the
noise levels resulting from stationary noise sources will exceed the community's noise-level standard as set
forth in Table 11.2: "Exterior Noise Standards for Noise-Sensitive Uses Affected by Non-Transportation
Noise Sources"(reproduced as Table 4.13-5 in this EIR).
^
Table 4.13-5
Exterior Noise Standards for Noise-Sensitive Uses Affected by Non-Transportation Noise Sources
Noise Level Descriptor Daytime Nighttime
(7 a.m.to 10 p.m.) (10 p.m,to 7 a.m.)
Hourly Lq 55 dBA 50 dBA
Notes:
a. Stationary noise sources include equipment, utilities,or processes associated with industrial, commercial,or public facilities that create
a constant or periodic noise in a fixed location.
b. Noise-sensitive uses include residential,educational,and hospital uses.
^ c. See Section 11.2:Assumptions(of MHMP),for explanation of measurement units and relationship to the San Joaquin County
Development Title.
Section 11.2.a of the Mountain House Master Plan(1994)states that the noise-control standards established by
the Mountain House Master Plan for stationary noise sources(presented above) should be applied to development
in the Mountain House Master Plan instead of the stationary noise-control standards of the San Joaquin County
Development Title because they are more appropriate for urban communities that include commercial, industrial,
and institutional activities.
Final EIR for the Mountain House Master Plan and Specific Plan 11994 (Mitigation Measures)
Mitigation Measure M4.14-1
r.
(a) The following Policies should be added under Objective 1, Mobile Source Noise Control:
r„ "d) Noise levels in primary outdoor use areas of new residential development, schools, and other noise-
sensitive land uses shall not exceed an Ld„of 60 dB unless the project design includes effective
mitigation measures to reduce noise in outdoor activity areas to an Ldn of 60 dB. Noise-sensitive land
uses include, but are not limited to,schools, group care facilities, hospitals, and park facilities.
"e) Interior noise levels for housing proposed to be located in areas exposed to an exterior noise level of
an Ldo above 60 dB shall be maintained below an Ld„of 45 dB. Compliance with this recommended
mitigation measure shall be verified prior to issuance of building permits."
(b) The following Implementation should be added under Objective 2 in Mobile Source Noise Control
(Noise)(Appendix C):
"b) Residential development shall be set back 500 to 600 feet from the centerline of I-205 to ensure that
the L&would be below 60 dB. The exact setback distance shall be determined by additional noise
analysis, revising the distances in Table 11.1 in the Draft Master Plan,by assuming six lanes on I-
205,not eight. Alternatively, earth berms or soundwalls shall be built between the noise source and
the noise-impacted area. Alternatively, noise level reductions to an Ldo of 60 dB shall be achieved
through site planning and building orientation, construction of earth berms or soundwalls,or a
College Park at Mountain House Spec'if'ic Plan III Draft EIR EDAW
San Joaquin County 4.13-11 Noise
