occupancy of the first residence under the College Park project,this mitigation measure shall not require <br /> implementation.This mitigation shall be funded through fair-share payments by the College Park developers. <br /> Implementation of the above mitigation measure would reduce project traffic noise impacts on existing sensitive <br /> noise receptors to a less-than-significant level. <br /> The College Park developers shall provide a 7-foot sound barrier on the south side of Grant Line Road at Grant <br /> Line Village before issuance of the first occupancy permit for development under the College Park Specific Plan <br /> to mitigate the project's combination to cumulative impacts.The sound barrier may consist of a wall,berm,or <br /> combination thereof.The sound barrier shall reduce outdoor noise levels at the center of the front yards of the <br /> Grant Line Village residences to below 65 dBA Ld/CNEL.The sound barrier shall be developed in conjunction <br /> with the Grant Line Road widening and Grant Line frontage road proposed as part of the College Park project. <br /> This mitigation shall be funded through fair-share payments by the College Park developers. <br /> IMPACT Noise—compatibility of Proposed Land Uses Exceeding Predicted Noise Levels. The proposed project <br /> 4.13-4 would result in the development of noise-sensitive land uses(residential)in an area where predicted noise <br /> levels would exceed land use compatibility noise standards established by the San Joaquin County General <br /> .. Plan 2010 and MHMP.A significant impact would occur. <br /> Noise levels in the College Park project site would be influenced by noise from: <br /> traffic on arterial streets; <br /> ► traffic on I-205; <br /> ► aircraft from Byron Airport; <br /> agricultural operations; and <br /> noise from commercial/industrial uses. <br /> The compatibility of the proposed noise-sensitive land uses(e.g.,residential, schools)with the predicted on-site <br /> noise levels is evaluated below. <br /> Traffic Noise—Arterials <br /> Predicted traffic noise levels were calculated for the seven arterial roadway segments in and adjacent to the <br /> College Park site under future buildout conditions(2025)using the FHWA Traffic Noise Prediction Model <br /> Input data used in the model included average daily traffic levels for nearby area roads,day/night percentages of <br /> autos and medium and heavy trucks, vehicle speeds,ground attenuation factors,and road widths.Input <br /> information was based on the traffic analyses prepared for the project(see Section 4.11,"Transportation")(TJKM <br /> 2004).Predicted traffic noise levels under future buildout conditions(2025)are presented in Table 4.13-11. <br /> Future traffic noise levels were not modeled along Mascot Boulevard,Byron Road, or the segment of Mountain <br /> House Parkway north of the project site because these roadways are not adjacent to the project site. <br /> Under the College Park project,the back yards of new single-family residences would be located along the <br /> existing arterial roadway segments adjacent to the College Park site as well as proposed arterial roadway <br /> segments on the College Park site,a distance of approximately 50 feet from the centerline of the near travel lane. <br /> As shown in Table 4.13-11,predicted traffic noise levels at this distance along all seven roadway segments would <br /> exceed the 60-dBA L&threshold of the MHMP without sound walls.Table 4.13-11 also shows that sound levels <br /> could be reduced if 7-foot-high sound walls were built to protect residential areas. <br /> 4 Traffic noise impacts on existing noise-sensitive uses are determined based on existing traffic conditions with and without <br /> implementation of the proposed project.This is compared with traffic noise impacts on proposed noise-sensitive uses that are determined <br /> based on cumulative traffic conditions with and without implementation of the proposed project. <br /> College Park at Mountain House Specific Plan III Draft EIR EDAW <br /> San Joaquin County 4.13-25 Noise <br />
