1
Approximately 188 mature trees grow on either side of Grant Line Road from Mountain House Parkway
westward for approximately 4,000 feet (Figure 4.10-2 in Section 4.10,`Biological Resources").The trees forma
partial canopy over the road.
Ir
VANTAGE POINTS
Per page 4.8-3 of the MHMP Environmental Impact Report(EIR),"Potential visual impacts are determined with
regard to places of public access(e.g.,open space and roadways)rather than private locations or buildings."
1► Public vantage points in the project study area that could be affected by the proposed project actions listed at the
_ beginning of this section include I-205, Grant Line Road,Mountain House Parkway, and Byron Road.In addition,
F although not a"public vantage point,"Grant Line Village is included as a vantage point in this analysis given the
concern expressed by members of the Grant Line Village community at the CEQA scoping meeting and public
workshops about the potential visual quality impacts associated with the construction of a sound wall at their
{ Grant Line road frontage. Such a sound wall is required as mitigation in the MHMP to reduce significant noise
li impacts(see Section 4.13,"Noise").
VIEWPOINTS
LFigure 4.14-1 identifies the viewpoints selected for this analysis. The viewpoints provide representative views
from the vantage points that would experience some change in visual quality associated with the proposed actions
l identified at the beginning of this section. The existing views from each of the viewpoints are described below.
Viewpoint No. 1 (View of Mature Trees Proposed for Removal Along Grant Line Road and View
I of Proposed 7-Foot Sound Wall Site)
L
Viewpoint No. 1 (Figure 4.14-2) looks westward down Grant Line Road at the mature trees on either side of the
road. As indicated, the trees form a partial canopy over the road at this location and are visible by travelers on
Grant Line Road. These trees would be removed under the proposed project associated with the Grant Line Road
widening planned for under the MHMP and to be implemented under the proposed College Park project. A 7-foot
4. sound wall would also be developed on the south side of Grant Line Road at this location, consistent with the
MHMP 7-foot height limit).
Viewpoint No. 2 (View of Proposed 30-Acre Pombo Storage Pond Site from Mountain House
Parkway)
Viewpoint No. 2(Figure 4.14-2) faces due east directly to the 30-acre Pombo property from Mountain House
Parkway. As indicated, the location currently contains an alfalfa field that has recently been harvested and is
separated from Mountain House Parkway by a white fence that is visible by travelers on Mountain House
Parkway. This location would be developed with an interim 30-acre treated wastewater storage pond under the
College Park project.
Viewpoint No. 3 (View of Proposed Community Park Site and Proposed Community College Site
from 1-205)
Viewpoint No. 3(Figure 4.14-3) faces northwest from westbound I-205 toward the proposed community park and
community college sites. As indicated, westbound motorists traveling along I-205 have fleeting views of the
community park and community college locations that currently contain alfalfa fields and grazing areas. The
foothills of the Diablo Range are visible in the background.Given intervening structures, trees, and landforms, the
proposed community park and community college sites are not readily visible from other existing public vantage
points in the area(i.e.,Mountain House Parkway and Grant Line Road).
College Park at Mountain House Specific Plan III Draft EIR EDAW
San Joaquin County 4.14-3 Visual Quality
