As indicated,the street is rural,with <br /> grazing land and residential front yards in the foreground and the Grant Line Road mature trees in the <br /> background. These areas would be developed with a 7-foot sound wall. <br /> .1 <br /> 4.14.2 REGULATORY SETTING <br /> FEDERAL REGULATIONS <br /> The proposed project does not include federal components and is not located on or in the vicinity of federal lands. <br /> There are no federal visual quality regulations applicable to the proposed project. <br /> STATE REGULATIONS <br /> The California Department of Transportation(Caltrans) administers the California Scenic Highway Program. The — <br /> goal of the program is to preserve and protect scenic highway corridors from changes that would affect the <br /> aesthetic value of the land adjacent to highways. There are no state-designated scenic highways from which the <br /> project site is visible.I-205 is not designated as a state scenic highway. Therefore,the requirements associated <br /> with the California Scenic Highway Program are not applicable to the proposed project. <br /> REGIONAL AND LOCAL REGULATIONS <br /> San Joaquin General Plan 2010 <br /> The San Joaquin County General Plan resources element is relevant to visual resources. <br /> Policy A(12)(Scenic Routes). The San Joaquin County General Plan 2010(Figure VI-2)designates several <br /> roads as scenic routes.These routes were selected based on several factors, including roads which: lead to -` <br /> recreation areas, exhibit scenery with agricultural/rural values or topographical interest,provide access to <br /> historical sites, or offer views of waterways. <br /> There are no County-designated scenic routes from which the project site is visible. I-205 is not designated as a <br /> scenic route. Therefore,the requirements associated with County-designated scenic routes are not applicable to <br /> the proposed project. <br /> Policy A(1)(Open Space).The open space resources in Table VI-1 (including heritage trees) shall be <br /> protected. <br /> Policy A(5)(Open Space). Ridgelines and major hilltops shall remain undeveloped. <br /> Policy A(10)(Open Space).
