Implementation of the above mitigation measure would reduce the visual impacts associated with alteration of the <br /> scenic vista along Mountain House Parkway through development of the recycled water storage pond to a less- <br /> than-significant level. <br /> IMPACT Visual Quality—Alteration of Visual Character from Required 5-foot to 7-foot Sound Walls at <br /> 4.14-3 Locations not Planned for in MHMP. The proposed project would require the development of 5-foot to 7- <br /> foot sound wall segments in front of existing residences on Grant Line Road, the visual effects of which were <br /> not evaluated in the MHMP EIR. The sound wall segments would be short in length, and in some cases, <br /> temporary.A less-than-significant impact would occur. <br /> The noise analysis conducted for the College Park project(Section 4.13,"Noise")concluded that 5-foot to 7-foot <br /> sound wall segments are required at to protect seven existing residences along the north side of Grant Line Road <br /> between Mountain House Parkway and the Alameda County line.These existing residences are identified as <br /> "Existing Noise-Sensitive Land Uses Meeting Noise Screening Thresholds"in Figure 4.13-2 of the"Noise" <br /> section. Sound walls at these locations were not specifically planned for in the MHMP(Figure 4.1,"Community <br /> Walls Location Plan"),and their visual impacts were not specifically evaluated in the MHMP EIR. <br /> As indicated by Viewpoint No. 1 (Figure 4.14-2), existing views from Grant Line Road are of the road itself and <br /> adjacent mature trees. At the site of each of the seven existing residences,noise walls from 5-feet to 7-feet in <br /> height are required by mitigation in Section 4.13,"Noise,"between each of these residences and the road.In front <br /> of each residence,the existing views from the road would be converted from trees to a landscaped sound wall. <br /> " However,the visual impact of these sound walls would be extremely short and transitory,lasting only as long as <br /> travelers on Grant Line Road would be in front of these residences.Furthermore,these residences would <br /> eventually be replaced by urban development associated with Specific Plan II,thus making any visual impact <br /> associated with the College Park sound wall temporary(i.e.,the rural views along the north side of Grant Line <br /> Road would eventually be converted to views of landscaped sound walls,regardless of the College Park project). <br /> Therefore, a less-than-significant impact would occur. <br /> Mitigation Measure 4.14-3:Visual Quality—Alteration of Visual Character from Required 5-foot to 7400t Sound Walls <br /> at Locations Not Planned for in MHMP. <br /> ., No mitigation is required. <br /> IMPACT Visual Quality—Generation of New Light and Glare from Lighted Outdoor Recreational Facilities. The <br /> 4.14-4 proposed project would include the development of lighted outdoor recreational facilities potentially within <br /> view of public vantage points along 1-205, Mountain House Parkway,and Grant Line Road. However, three <br /> factors would ensure that this lighting would not represent a new source of substantial light or glare that <br /> would adversely affect daytime or nighttime views as seen from public vantage points. These include:(1)the <br /> lengthy distance between this proposed lighting and the roadways;(2)the presence of existing and <br /> proposed intervening landforms, buildings, and landscaping;and(3)the need to comply with applicable <br /> existing lighting requirements.A less-than-significant impact would occur. <br /> The College Park project would include the development of a 31.3-acre community park with lighted outdoor <br /> recreational facilities as well as lighted outdoor recreational facilities associated with the proposed community <br /> college(see Figures 3-7 and 3-8 in Chapter 3,"Project Description,"respectively).These lighted outdoor <br /> recreational facilities could include ball fields(football, soccer,baseball);play courts(basketball,tennis, <br /> volleyball); and a skate park.
