General Plan Policies and Zoning <br /> This alternative,by definition,would be consistent with the adopted policies of the MHMP,including the M EAP's <br /> land use designations and approved land use plan.Because of this consistency,some entitlements being sought <br /> under the proposed project would not be required.These entitlements include amendment of the County General <br /> Plan 2010 to permit development of a community college; amendment of the MHMP to add a public college <br /> designation,consolidation of neighborhoods,realignment of Central Parkway,and amendment of the acreage for <br /> multiple other land use designations; amendment of the MHCSD Utility Master Plans for stormwater,water,and <br /> wastewater improvements;and amendment of the Consolidated Development Title to address changes of <br /> development standards.This alterative would lessen the proposed project's impacts related to consistency with <br /> MHMP policies and land use designations.[Lesser] <br /> Public Services <br /> The MHMP Buildout Alterative, like the proposed project,would include the development of the project site <br /> with urban uses that would generate a significant demand for public parkland, fire protection services,and law <br /> enforcement services and less-than-significant(although still substantial)demands for K-12 and public library <br /> services. Because this alternative would include 376 more residential units than the proposed project,it would <br /> create a greater demand for public services than the proposed project and would not create the beneficial impact <br /> on community college services(because it would not include the community college that would be developed <br /> under the proposed project).[Greater] <br /> y Public Utilities <br /> The MHMP Buildout Alterative and the proposed project would each create a substantial demand for water from <br /> MHCSD/BBID,wastewater treatment/disposal services from MHCSD, and electricity and natural gas from MID <br /> and PG&E,respectively. Water demand and wastewater generation under this alterative and the proposed project <br /> are quantified in Table 5-3.This alterative would result in water demand of 1,524,579 gallons per day(gpd), <br /> wastewater treatment/disposal demand of 926,321 gpd,and substantial increases in demand for electricity and <br /> natural gas(MacKay& Somps 2004). This is compared to the proposed project, which would result in water <br /> demand of 1,448,010 gpd,wastewater treatment/disposal demand of 926,318, and substantial increases in demand <br /> for electricity and natural gas(MacKay& Somps 2004).Although public utility impacts would be less-than- <br /> significant under both scenarios because adequate utility capacity currently exists and/or is planned under each <br /> (with the exception of water, as discussed below),this alternative would create slightly greater utility demand <br /> than the proposed project.
