The proposed project would include the development of a 30-acre interim treated wastewater storage pond on the <br /> Pombo property and the development of nonpotablc water pipelines along Great Valley Parkway and Grant Line <br /> Road,which would also be developed under this alternative.Although off-site improvements would cause _ <br /> temporary disturbance of some foraging habitat for sensitive bird species during construction and development of <br /> the storage pond would remove approximately 30 acres of foraging habitat for sensitive bird species,no sensitive <br /> flora or fauna was observed within these off-site improvement areas during the field surveys,and compliance with _ <br /> the San Joaquin County Multi-Species Habitat Conservation and Open Space Plan would provide for fee payments <br /> for the purchase of suitable foraging habitat elsewhere.Therefore,with implementation of the SJMSCP,biological <br /> resources impacts would be similar between the MHMP Buildout Alternative and the proposed project.[Similar] <br /> Transportation <br /> The MHMP Buildout Alternative would include 376 more residential units, 1.5 more acres of neighborhood — <br /> commercial,and 915,815 sf more limited industrial development than the proposed project.By comparison,the <br /> proposed project would include 149,408 sf more office commercial development than this alternative and <br /> development of a 108.8-acre community college. Table 4.11-8 in Section 4.11,"Transportation,"indicates that _ <br /> 2010 MHMP buildout as currently approved would generate 16,200 a.m.peak-hour and 21,200 p.m.peak-hour <br /> trips,compared to 2025 MHMP buildout with the College Park project that would generate 15,855 a.m. peak-hour <br /> and 19,789 p.m.peak-hour trips.Based on this information,this alternative would generate slightly more a.m. and <br /> p.m.peak-hour trips than the proposed project. <br /> Both the MHMP Buildout Alternative and the proposed project would have less-than-significant LOS impacts on <br /> most area arterials and would have significant and unavoidable LOS impacts on area freeways and Altamont Pass — <br /> Road.The current traffic projections for the freeways and Altamont Pass Road for 2025 buildout are higher than <br /> the 2010 buildout projects for the MHMP because the 1994 model did not include many of the regional <br /> developments that are included in the current SJCOG model, and the current model is more comprehensive and — <br /> accurate.The amount of projected traffic is expected to be essentially the same under the proposed project and the <br /> MHMP Buildout Alternative. The traffic impact would be similar.[Similar] <br /> Air Quality <br /> Although air quality modeling of the MHMP Buildout Alternative has not been conducted,both scenarios would <br /> include the development of an 815-acre of mixed use project including thousands of residential units,hundreds of <br /> thousands of square feet of commercial/industrial uses,two K-8 schools, and other public facilities.Therefore, <br /> like the proposed project,it can be reasonably anticipated that this alternative would result in: — <br /> significant temporary construction emissions of criteria pollutants, <br /> significant and unavoidable TAC emissions, <br /> significant odors, — <br /> less-than-significant local mobile-source CO emissions,and <br /> significant and unavoidable long-term regional emissions of criteria pollutants. <br /> As indicated under"Transportation"above,this alternative would generate more traffic than the proposed project. <br /> Therefore,this alternative would generate more long-term regional emissions of criteria pollutants and more local <br /> mobile-source CO emissions than the proposed project.Also,because this alternative would include more <br /> commercial/limited industrial development than the proposed project,it is anticipated that this alternative would <br /> generate more TAC emissions than the proposed project.[Greater] <br /> Noise <br /> As described above,the MHMP Buildout Alternative and the proposed project are similar in size,scale,and nature. <br /> Therefore,like the proposed project,it can be reasonably anticipated that this alternative would result in: — <br /> EDAW College Park at Mountain House Specific Plan III Draft EIR — <br /> Alternatives to the Proposed Project 5.14 San Joaquin County <br />
