In addition, because the MHMP <br /> has since been approved and adopted by the County, these off-site alternatives would be inconsistent with the <br /> MHMP land use plan, which designated the College Park site for mixed-use residential, commercial, limited _ <br /> industrial, school,and park development, and would be inconsistent with the goals and policies of the MHMP, <br /> particularly to provide an adequate supply of housing for all income groups in the community and to create a <br /> financially and fiscally viable community resulting in a positive economic impact on the County. — <br /> As indicated in the Delta College EK the off-site Antenna Farm alternative for the college was rejected from <br /> further consideration because the alterative site had no permanent water supply,was in the vicinity of high- _ <br /> pressure natural gas and crude oil pipelines, and had prohibitively high off-site infrastructure costs.Additional <br /> alternative off-site locations for the college were also considered in the Delta College EIR, including Califia, <br /> Cordes Business Park Eleventh Street,and Farmworld. These were rejected for schedule/high cost, unknown <br /> future approvals/entitlement situation,undesirable location, and flood/high cost reasons. See Chapter 5 of the <br /> Delta College Center at Mountain House Draft EIR,on file at the San Joaquin County Community Development <br /> Department(SJCCDD),for further discussion. <br /> 5.2.3 REDUCED PROJECT ALTERNATIVE <br /> The reduced project alternative was rejected because it would interfere with multiple goals and policies of the - <br /> MHMP and was found by the MHMP EIR to be infeasible. First, it would be inconsistent with the density and <br /> intensity of development planned for the site by the MHMP and for which utility infrastructure has been planned <br /> and in some cases(for instance, downstream storm drains)already developed. Second, it would interfere with the — <br /> MHMP jobs/housing balance and minimum job density goals of the MHMP because it would not provide the <br /> number of jobs required to balance jobs and housing within the greater MHMP community. Third,it would also <br /> be less effective in achieving the MHMP goals of accommodating a portion of the growth projected by the — <br /> County's General Plan 2010 and creating a positive economic impact on the County because it would result in <br /> fewer housing and business opportunities and reduced tax revenues for the County than would development of the <br /> site under the MHMP or College Park project. Finally, the community college represents an approved project,and <br /> reducing the size of the college would be inconsistent with that approval.Please refer to the MHMP EIR for a <br /> more detailed discussion of this alternative. <br /> 5.4 ENVIRONMENTALLY SUPERIOR ALTERNATIVE <br /> The State CEQA Guidelines require identification of an environmentally superior alternative from among the <br /> proposed project and the alternatives evaluated. <br /> Table 5-8 identifies whether each alternative would have"greater,"`lesser,""not comparable,"or"similar" <br /> impacts as the proposed project for each of the 13 environmental issues evaluated in this Draft EIR. The No- <br /> Project Alternative would have fewer impacts compared to the proposed project in 12 issue areas, greater impacts <br /> in 0, similar impacts in 0,and a not comparable impact in 1.The MHMP Buildout Alterative would have fewer <br /> impacts than the proposed project in no issue areas, greater impacts in eight, and similar impacts in four.The <br /> Traffic/Air Quality Reduction Alternative would have fewer impacts than the proposed project in three issue <br /> areas, greater impacts in one, and similar impacts in nine.Per Table 5-8,the No-Project Alterative would have <br /> the least environmental impacts, followed by the Traffic/Air Quality Reduction Alterative,the proposed project, _ <br /> and the WE"Buildout Alternative(which would have the greatest impacts). <br /> EDAW College Park at Mountain House Specific Plan III Draft EIR <br /> Alternatives to the Proposed Project 5-26 San Joaquin County <br />
