r <br /> r <br /> Special Puipose Phui , <br /> C assano Kacnilos Homes at College t ark <br /> SECTION ONE: BACKGROUND AND INTENT <br /> 1.1 Introduction <br /> Special Purpose Plans provide a more detailed development framework for uses <br /> within a project area than may be found in existing plans and documents, <br /> including the Mountain House Master Plan, Specific Plan III, and the Mountain <br /> House Development Title. A Special Purpose Plan describes requirements <br /> relative to uses, locations, access,physical relationships, landscape and <br /> architectural design. <br /> 1.2 Intent <br /> The intent of this Special Purpose Plan is as follows: <br /> I. To provide an adequate level of detail,relative to design of the development <br /> area, such that the need for and detail of subsequent, discretionary permits <br /> may be minimized where development applications are found consistent with <br /> the Special Purpose Plan. <br /> 2. To recognize and provide latitude for refinements to the project throughout <br /> the design development phase. To this end, design standards are clearly <br /> enumerated in some areas (such as setbacks and unit type plotting) and are <br /> described more generally in others (pedestrian and vehicular access routes, for <br /> example.) <br /> 3. To describe how this project shall provide for a broad spectrum of housing <br /> options within both the R-M- and R-MH-zoned areas of the project,rather <br /> than offering fairly uniform choices within distinct and segregated zones. <br /> 4. To define lot and structure standards for the project. <br /> 5. To create a pedestrian-friendly environment which includes narrow, <br /> landscaped private streets and shared driveways, pedestrian paseos or <br /> greencourts and a Linear Park with multi-use trail within the project area and <br /> a multitude of connections to areas outside the project area. <br /> 6. To describe landscape treatments for the project that will enhance the <br /> experience of residents and visitors and integrate residential areas with the <br /> Linear Park feature. <br /> 1.3 Special Purpose Plan Area <br /> This Special Purpose Plan shall be applicable to the Cassano Kamilos Homes at <br /> College Park project. Said project is Iocated in the community of Mountain <br /> House, the portion of San Joaquin County that has been established as the <br /> ultimate service area of the Mountain House Community Services District, or <br /> MHCSD. (See Figure 1.1, Vicinity Map.) The project area occupies a northerly <br /> portion of the Specific Plan III area of Mountain House, west of De Anza <br /> Boulevard, east of Prosperity Street, and north of Grant Line Road. The project <br /> includes areas on both sides of Teixeira Avenue, the primary Neighborhood D <br /> entry from Mountain House Parkway.
