As I explained, the Parcel Map is being created for <br /> "Financing" <br /> purposes. The parcels will be sold to different merchant homebuilders <br /> who <br /> will then further subdivide the parcels into small lots that will be <br /> developed within the Mountain House Community. As such, there is no <br /> plan to <br /> install septic systems as part of the large lot (20+ acre parcels) <br /> Parcel <br /> Map. Testing for percolation is therefore an unnecessary expense that <br /> the <br /> developer would like to avoid. <br /> The County Planning Commission has already recommended approval of the <br /> small <br /> lot Tentative Maps and the Board of Supervisors is scheduled to hear the <br /> small lot Tentative Maps on November 8, 2005. The Board's action on the <br /> Tentative Maps will follow the larger entitlement actions on Mtn. House <br /> Specific Plan III (also known as College Park) . <br /> Since the developer is not planning to install septic systems, and the <br /> County has already acknowledged the developers intentions, we request <br /> that <br /> you modify the requirement to do percolation testing from "prior to <br /> recordation of the Final Parcel Map" to instead read "prior to any <br /> development that would be dependent on a septic system" . Since the <br /> developer intends to only construct public, gravity sewer systems that <br /> convey sewage to the Mountain House Sewer Treatment Plant there would be <br /> no <br /> septic dependent development. <br /> Similar to the foregoing situation on the Tuso property, we have another <br /> Parcel Map being processed for the Souza property (PA-05-36) that is in <br /> the <br /> same situation. Larry Godinho is listed as the contact person at <br /> Environmental Health on the Souza Map. We ask that the same changes be <br /> made <br /> on the Souza application. <br /> The Mountain House Community Services District has issued a Will Serve <br /> Letter for the planned small lot development. A copy is attached. The <br /> Kamilos Property referred to in the MHCSD letter includes various <br /> paice-1s <br /> that Geiry Kamilos has options on (including the Tuso and Souza <br /> properties) . <br /> We would appreciate your review of the attached letter and a response at <br /> your earliest convenience. <br /> 1 <br />
