[San Joaquin County Development Title, Chapter 9-905] <br /> HAZARDS <br /> 25. Hazardous Materials. The applicant shall follow the recommendations of the Buck& <br /> Mendoza Properties Phase l,Environmental Site Assessment report, prepared by <br /> M.J.Kfoberdanz &Associates, dated July 20, 2005. <br /> I <br /> Timing: Inclusion of a note on Improvement Plans approved by CDD, Environmental Health <br /> Department, and MHCSD prior to approval of Final Maps. <br /> i <br /> 26. Hazardous Waste: Handling, use and storage of hazardous chemicals or materials <br /> including, but not limited to, asbestos shall be carried out in compliance with all applicable <br /> safety standards and coordinated County programs. Applicable standards shall be made part <br /> of the construction specifications for contractors. <br /> Timing: Inclusion of note on Improvement Plans approved by San Joaquin Valley Unified Air <br /> Pollution Control District and MHCSD prior to approval of Final Maps. <br /> 27. Pre-Construction Safeguards. Prior to any construction, appropriate plans, operating <br /> procedures and safeguards shall be undertaken to insure safety in the area of fuel lines and <br /> pipelines, consistent with the MHCSD Emergency Preparedness Plan (see Emergency <br /> Pipelines Safety Plan). <br /> BIOLOGICAL RESOURCES <br /> 28. Participation in HCP: The College Park developers shall request coverage under the San <br /> Joaquin Multi-Species Habitat Conservation and Open Space Plan ("SJMSCP"). <br /> 29. Special-status plants: Before ground disturbance, pre-construction surveys for special-status <br /> plants shall be conducted by a qualified botanist in areas identified as suitable habitat by <br /> SJCOG at the appropriate time of year when the target species would be in flower or otherwise <br /> clearly identifiable. Surveys shall be conducted in accordance with specific methodologies <br /> described in Section 5.2.2.5 of the SJMSCP. <br /> If special-status plants are found, the following measures shall be implemented, depending <br /> on the species found: <br /> Sanford's arrowhead._Delta button-celery, and slough thistle. The SJMSCP requires <br /> complete avoidance for these species; therefore, potential impacts on these species could <br /> not be covered through participation in the plan. If these species are present in the project <br /> area and cannot be avoided, a separate consultation with the appropriate regulatory agencies <br /> (likely DFG)would be required. This consultation shall determine appropriate mitigation <br /> measures for any populations affected by the project, such as creation of off-site populations <br /> 7 <br />
