b <br /> RECIEVE® <br /> DEC 11, 7 Z005 <br /> Community Development Dept. <br /> Before the Board of Supervisors <br /> County of San Joaquin, State of California <br /> R- 06-781 <br /> RESOLUTION APPROVING FOURTH CYCLE GENERAL PLAN AMENDMENT FOR MASTER <br /> PLAN AMENDMENT No. PA-0600364 OFGOLDEN STATE INVESTMENTS Il, LP FOR THE <br /> MOUNTAIN HOUSE NEW COMMUNITY. <br /> WHEREAS, on November 16, 2006 the San Joaquin County Planning Commission <br /> considered the Altamont Heights Project of which Master Plan Amendment No. PA-0600364 is a <br /> part; and <br /> WHEREAS, on December 12, 2006, this Board of Supervisors did conduct a public <br /> hearing on said matter, notice of said hearing having been given in accordance with law, and oral <br /> and documentary evidence having been received in favor of or opposed to said matter, and this <br /> Board of Supervisors being advised on the premises; and <br /> WHEREAS, Master Plan Amendment No. PA-0600364 includes an amendment to the <br /> Master Plan Map (i.e., Figure 3.5--Master Plan Designations, and Figure 3.8—Master Plan <br /> Designations, South Area),which also constitutes an amendment to the General Plan Community <br /> Plan 2010 Map for Mountain House, pursuant to Volume 11, page XII-39 of the General Plan;and <br /> WHEREAS, this Board of Supervisors found that an Environmental Checklist("Checklist") <br /> was prepared for the project(included in Altamont Heights Project Staff Report Appendix 8). The <br /> Checklist concluded that: 1)the project is a subsequent activity that is within the scope of the <br /> Specific Plan III EIR(SPIIIEIR); 2)there are no effects of the project that were not examined in the <br /> SPIIIEIR; 3)and no new mitigation is required for the project. Consequently,as provided by CEQA <br /> Guidelines Section 15168 (c), no new environmental document is required;and <br /> WHEREAS,this Board of Supervisors determined that said Master Plan Amendment is <br /> consistent with the General Plan and the Public Financing Plan and does not adversely affect the <br /> 14 Job/Housing Program and housing affordability and meets all applicable provisions of the <br /> 4 Mountain House Development Agreement based on the Bases for Master Plan Amendment <br /> contained in the Altamont Heights Project staff report (Exhibit"A"); <br /> i <br /> i <br /> NOW,THEREFORE, BE IT RESOLVED by this Board of Supervisors that: <br /> 1. The Master Plan for theMountain ountaan blouse New Community is hereby amended by <br /> approval of the following: <br /> MASTER PLAN AMENDMENT PA-0600364, with the Bases for Master Plan <br /> Amendment and with said Master Plan Amendment attached hereto as Exhibit"A" <br /> and as Exhibit"B" respectively, and made a part of this Resolution. <br /> I <br /> I <br />
