An ENVIRONMENTAL IMPACT REPORT is required,but it must analyze only the <br /> effects that remain to be addressed. <br /> { I find that: 1)the SPMEIR has been prepared and certified;2)all potentially significant impacts <br /> of SPIII have been addressed in the SPIREIR; 3)the proposed project is a subsequent activity �! <br /> that is within the scope of the SPMEIR; and 4)the checklist found that there are no effects that <br /> were not examined in the SPIIIEIR and no new mitigation is required.
