Where available, the significance criteria established by the applicable air quality management or air pollution control district may be relied upon to make the following determinations. L. c) Result in a cumulatively ❑ ■ considerable net increase of any criteria pollutant for which the project region is non-attainment under an applicable federal or state ambient air quality standard (including releasing emissions which exceed quantitative thresholds for ozone precursors)? d) Expose sensitive receptors to ■ C substantial pollutant concentrations? e) Create objectionable odors affecting ■ j a substantial number of people? � 4 A SETTING The Mountain House Community is located in the San Joaquin Valley Air Basin(SJVAB), which is under the jurisdiction of the San Joaquin Valley Air Pollution Control District T (SNAPCD). Pursuant to the California Clean Air Act,the California Air Resources Board i (CARE) is required to designate areas of the state as attainment,non-attainment, or unclassified with respect to applicable standards. A summary of annual ambient air quality data for the SJVAB for the years 2000 through 2003 is presented in Table 4.12-2 of the SPIIIEIR. The SJVAB is currently designated as a ' non-attainment area with respect to the state PMto standards. The attainment designation with respect to the PM2.5 has not been determined(EDAW, 2005b). PM is the acronym for "particulate matter," and the subscripts refer to the maximum diameters of the particles in microns. The entire SJVAPCD is in serious non-attainment designation for 8-hour ground- level ozone. The SNAPCD is working on a plan to reach attainment by 2013 (Machado Checklist, 2006). 4-I2 C'.
