The response-time goal for the project site is A <br /> five minutes 50 percent of the time. With the new fire station in the Mountain HouseC.7[ <br /> Community,this goal will be achieved at the proposed project site. <br /> Given compliance with the agreements between MHCSD and the Tracy Rural Fire Protection <br /> District,the proposed project would not result in adverse impacts associated with providing <br /> fire protection service and facilities necessary to maintain acceptable response times. <br /> Therefore, the proposed project would result in a less-than-significant impact on fire <br /> protection services for the Mountain House Community. <br /> Mitigation Measures 0 <br /> No mitigation measures are required. <br /> Police protection? a <br /> The proposed project would generate an incremental increase in demand for police-protection <br /> services and facilities. The proposed project would consist of 53 single family dwelling units <br /> and six second dwelling units (Siegfried Engineering, 2006). Assuming each secondary unit <br /> would house only one person,the proposed project is expected to house approximately 170 <br /> residents at build out. Based on the San Joaquin County standard of 1.5 officers per 1,000 <br /> residents to achieve the urban level of service desired for the Mountain House Community, <br /> the proposed project would generate demand for'A of an additional officer at buildout. <br /> A staffing agreement between MHCSD and the County Sheriff requires that the MHCSD and <br /> the County Sheriff begin negotiations regarding provision of an urban level of service no <br /> later than the issuance of the first residential building permit within the boundaries of the <br /> MHCSD service area. The County Sheriff has indicated that training for new officers must <br /> begin six months in advance of the time when officers would be available to serve the D <br /> Mountain House Community. The General Manager of MHCSD indicated that the <br /> negotiation process has started(EDAW, 2005b). Given the existing staffing contract <br /> between MHCSD and the County Sheriff, it is anticipated that officers and facilities would be <br /> readily available to serve the proposed project by the time any of the proposed dwelling units <br /> are occupied. <br /> The County Sheriff has an office in the new fire station located at Mascot Boulevard and <br /> Tradition Street. A new sheriffs substation in the Mountain House Town Center, located in <br /> Specific Plan X area,will be constructed before the total population of Mountain House <br /> Community reaches 7,500 people.The current average response time for a deputy working Beat <br /> 8,which serves the MountainHouse is less than 20 minutes from the time the a <br /> se C ommuni ty, <br /> dispatch call is issued to the time the officers are on the scene at the Mountain House Community a <br /> (EDAW 2005b). The average response time will be significantly reduced when the substation is <br /> operational at the Mountain House Community. Therefore,the proposed project would result in a <br /> less-than-significant impact on law-enforcement services for the Mountain House <br /> Community. <br /> 4-65 <br /> i <br />
