MOUNTAIN HOUSE PROPOSED ALTAMONT HEIGHTS TENTATIVE MAP 4. ENVIRONMENTAL CHECKLIST <br /> 4.9 LAND USE AND PLANNING <br /> SIGNIFICANT IMPACTS IDENTIFIED IN 2005 SPIIIEIR <br /> The SPIIIEIR identified two potentially significant land use impacts and proposed mitigation <br /> measures that, if implemented,would make them less than significant. The potentially <br /> significant impacts that would affect the proposed Altamont Heights include the following: <br /> Impact 4.2-1: Land Use and Agriculture—Conflict with Existing Land Uses. _ <br /> The proposed land uses would be compatible with the existing on-site and adjacent <br /> land uses with the exceptions of the BBID irrigation canals and pipelines that cross <br /> the site. Apotentially significant impact would occur. _ <br /> Impact 4.2-2: Land Use and Agriculture—Conflict between Proposed Land <br /> Uses. The proposed project would not generate conflicts between proposed land <br /> uses, except for the proposed lighted community park facilities that would generate <br /> conflicts with proposed adjacent residential uses. A significant impact would occur. <br /> MITIGATION MEASURES IDENTIFIED IN 2005 SPIIIEIR <br /> In part, SPIIIEIR Mitigation Measure 4.2-1 requires that developers: — <br /> • Fence off the two on-site BBID canals from proposed urban development until such time <br /> as the canals are filled; <br /> • Implement Mitigation Measure 4.9-5 (Public Health& Safety)that ensures proposed <br /> residences are not exposed to an explosion hazard from the natural gas pipelines within <br /> the PG&E-Chevron easement that bisects the project site;and — <br /> • Identify an agricultural buffer of no less than 100 feet for any new units in the residential <br /> area in and south of Grant Line Village and adjacent to the County line. <br /> Mitigation Measure 4.2.2 refers to Mitigation Measure 4.14-4 in the Visual Quality section of <br /> the SPIHEIR. The impact was determined to be less than significant and no mitigation was <br /> required because of standards imposed by the MHCSD Design Manual requiring that outdoor — <br /> lights be designed to minimize glare and impacts to adjacent residential uses. In addition,the <br /> Design Manual requires significant landscaping and earthen berms to reduce lighting <br /> impacts, and light sources must be shielded and directed downward away from adjacent land <br /> uses. <br /> DISCUSSION REGARDING PROPOSED PROJECT <br /> a) Physically divide an established community? <br /> The proposed project would not physically divide an established community because it would <br /> be constructed in an area that has been used for agriculture,as discussed above. It is a part of <br /> the Mountain House Community and is located directly south of the Grant Line Village — <br /> homesites. Access to the development would be via new roads that would be constructed as <br /> a part of the overall development within the SPIII area. <br /> 449 <br />
