Projections of all the future demands for <br /> BBID are presented in Table 1 of the WSA. The projections indicate that BBID would <br /> have 262 afy of excess water in the year 2025 (50,000 afy—49,738 afy). However, the <br /> future demands include 4,616 afy for the East Altamont Energy Center. This project has <br /> been terminated. Therefore, BBID would have 4,878 afy(262 afy+4,616 afy) of excess <br /> available supply in normal years. Therefore, BBID could supply an additional 257 afy to <br /> MHCSD to satisfy the excess demand described above in most years. <br /> L <br /> • The MHMP states that lands north of Byron Road between the El Pescado Grant Line <br /> and Old River have riparian water rights amounting to 2,600 afy that could be used on <br /> 4 these lands if the land owners choose to enter into a transfer agreement with BBID. <br /> Mountain House Community Neighborhoods I through L are located in this area. It <br /> should be noted that these riparian rights could be curtailed by DWR during a water <br /> shortage in dry years. <br /> • Chapter 2 of MHCSD Ordinance 4056 establishes five stages of water allocations(i.e., <br /> rationing) that could be enacted to reduce demand during water shortage emergencies. <br /> The amount of water conservation that is actually achieved will be an important factor in <br /> providing a reliable water supply to meet future demands. Specific Plan III Implementation <br /> Measure 12.2.3.c states that water use shall be monitored continuously and adjustment to <br /> supply made as necessary as directed by the MHCSD. <br /> +- The WSA states that Specific Plan III's proportionate share of the 257 afy shortfall is 41 afy. <br /> In response to this conclusion, Specific Plan III proponents proposed that an additional 60 afy <br /> of non-potable water would be provided to the College Park site by BBID for landscape <br /> irrigation. With construction of this non-potable water system, adequate additional water <br /> would be provided to make up the 41-afy shortfall identified in the WSA. Therefore, <br /> adequate water would be provided to serve the proposed project, and a less-than-significant <br /> impact would occur. <br /> e) Result in a determination by the wastewater treatment provider which serves or may <br /> r serve the project that it has adequate capacity to serve the project's projected demand <br /> in addition to the provider's existing commitments? <br /> r, The MHCSD, the wastewater treatment provider for the Mountain House Community, does <br /> not have a commitment to provide wastewater treatment for any community or area other <br /> than the MHMP area. The MHCSD may provide wastewater treatment to existing houses on <br /> the south side of Grant Line Road(Grant Line Village) and the south bank of Old River if <br /> those property owners choose to annex to the MHCSD,but the amount of wastewater <br /> generated by these houses would be small. Future expansions of the W WTP are discussed in <br /> SPIIIEIR. Since these expansions must occur prior to occupancy of houses or buildings in <br /> the progressive development of Specific Plan I, Specific Plan II, and Specific Plan III, the <br /> MHCSD would always have adequate wastewater treatment capacity. Therefore, adequate <br /> wastewater treatment capacity would be provided to serve the proposed project, and a less- <br /> than-significant impact would occur. <br /> 4-84 <br /> NW <br />
