ENVIRONMENTAL CHECKLIST <br /> _ 4.11 NOISE <br /> .�� SPIIIEIR Mitigation Measure 4.13- <br /> 2 requires that commercial/office and limited industrial <br /> buildings on the east side of the Machado property and in the Mountain House Business Park, <br /> be designed to ensure that noise from outdoor equipment does not exceed 55 dBA L. during <br /> daytime hours (7:00 a.m. to 10:00 p,m.),or 50 dBA Leq during nighttime hours (10:00 p.m. to <br /> 7:00 a.m.) at off-site noise-sensitive receptors (i.e.,residences and schools). Noise studies <br /> shall be conducted to ensure that acceptable noise levels are not exceeded. <br /> With regard to landscape maintenance, SPIIIEIR Mitigation Measure 4.13-2 requires that <br /> r- equipment be equipped with properly operating exhaust mufflers and engine shrouds and, for <br /> maintenance within 320 feet of noise-sensitive land uses (e.g.,residences), operation of <br /> equipment shall be limited to the hours from 7:00 a.m. to 10:00 p.m. <br /> fill Implementation of the above mitigation measure would reduce new stationary source noise <br /> impacts to a less-than-significant level. <br /> A soundwall is planned for the south side of Grant Line Road(EDAW, 2005a, Figure 11-1). <br /> In addition, SPIIIEIR Mitigation Measure 4.13-4 requires sound barriers (walls or berms) <br /> along seven segments of arterial streets (identified in Table 4.13-11 of the SPIIIEIR)to <br /> attenuate traffic noise. One segment is along Central Parkway south of Grant Line Road and <br /> another is along Central Parkway at the community park and Delta Community College. <br /> Mitigation Measure 4.13-4 also requires that sound barriers be constructed along the north <br /> Fill, side of Interstate 205 when acoustical monitoring indicates noise levels from freeway traffic <br /> are greater than the applicable noise thresholds at residential neighborhoods, the community <br /> park,the community college, and at limited industrial sites. <br /> Mitigation Measure 4.13-4 also requires individual projects that do not comply with interior <br /> noise standards included in the San Joaquin County Development Title guidelines to use <br /> jF1 mitigation measures, such as dual-pane windows and exterior wall insulation, to reduce <br /> interior noise exposure to 45 dBA Lam,/CNEL. These features are common for current <br /> residential construction in California. <br /> F) Where individual projects do not comply with exterior noise standards of the San Joaquin <br /> Development Title, Mitigation Measure 4.13-4 requires that mitigation measures, such as <br /> noise barriers and setbacks between noise sources and sensitive receptors,be implemented to <br /> reduce exterior noise levels. <br /> I <br /> Implementation of MM 4.13-4 would reduce noise impacts on residents in the proposed <br /> project to a less-than-significant levels. <br /> fitDISCUSSION REGARDING PROPOSED PROJECT <br /> a) Exposure of persons to or generation of noise levels in excess of standards established <br /> in the local general plan or noise ordinance, or applicable standards of other <br /> agencies? <br /> 4-56 <br /> _4 <br />
