I. <br /> ` Pollution prevention/good housekeeping for municipal operations. The applicant would <br /> submit the SWMP to the County when submitting project improvement plans. The County <br /> and the MHCSD would review these plans prior to Final Map approval. <br /> o Water Supply. Water supply will be provided by the MHCSD from the water treatment <br /> plant located on the north side of Byron Road. Pipelines would be extended along Central <br /> Parkway from Neighborhoods C and D. <br /> [Note: MHCSD is processing an agreement with the San Joaquin Delta Community <br /> College District for a site for two 3.7 million gallon treated water storage tanks at the <br /> northeast corner of the Delta College campus property to facilitate development in <br /> Specific Plan III. (The Delta College campus property is located immediately south of the <br /> Altamont Heights Project.) One reservoir to serve Pressure Zone 2 must be constructed <br /> before development of the Altamont Heights Project can occur. In addition, two booster <br /> pump stations must be constructed to provide sufficient flow and pressure to meet peak <br /> hour and fire fighting demands. The first is required to serve the project site. The second <br /> pump station will be constructed as later phases of the Mountain House Community are <br /> developed. The piping system at the storage tank and pump station site will be designed <br /> so the pump stations can draw water from either tank, thereby providing flexibility to <br /> system operation. The applicant for the Altamont Heights Project will be required to pay <br /> its fair share of the costs of the Zone 2 tank, pressurization pump station, and distribution <br /> pipelines to the project site.] <br /> o Wastewater. MHCSD will provide wastewater service. The MHCSD operates a <br /> wastewater treatment plant located north of Byron Road. Wastewater from the project <br /> site would be conveyed through an on-site sanitary sewer collection system. This system <br /> would include an 8-inch main line, service laterals, maintenance holes, and cleanouts, <br /> which would serve the entire development. The sewer lines would be installed along the <br /> streets prior to paving. <br /> o Agricultural Fence Landscape Buffers/Easements and Retaining Walls As required by <br /> Specific Plan III (Implementation Measures 3.2.3.3 (e)and 4.2.8.3 (f)), an agricultural fence <br /> would be constructed along the north and west sides of the project(but still within the <br /> project)adjacent to Grant Line Village. The agricultural fence would be a vinyl 3-rail fence, <br /> 4'/:feet in height,consistent with the design specifications of the MHCSD Design Manual <br /> (Chapter 4)and Specific Plan III (Figure 4-27). Along the north side of the project(i.e., at <br /> the rear of lots 1, 2, 11, 12,and 13),the agricultural fence would be located 8 feet from a <br /> retaining wall up to 7 feet in height. Along the west side of the project, the agricultural fence <br /> would be constructed along the eastern edge of the 30-foot wide right-of-way access <br /> easement. Along the northwest side of the project(immediately adjacent to Assessor parcel <br /> 209-070-27), the agricultural fence would be constructed at the property line. (See Figure 6) <br /> As specified by Specific Plan III (Implementation Measure 3.2.3.3(e)),a continuous 8-foot <br /> wide landscape buffer/easement(within the project boundary)would abut the agricultural <br /> fence. On the east side of the property, a second 8-foot wide landscape buffer(within the <br /> project boundary)would parallel"F°Street. This landscape buffer would feature large <br /> canopy trees, set 5 feet behind the sidewalk and matching the street trees along"F Street, <br /> consistent with Specific Plan III (Figure 4-10)and the MHCSD Design Manual (Chapter 3). <br /> (See Figures 6 and 7). <br /> The retaining wall, landscape buffers,and agricultural fence would require the establishment <br /> of a maintenance entity or financing mechanism acceptable to the MHCSD to provide <br /> funding for maintenance(and, if necessary, replacement)of the improvements.
