The applicant is proposing to remove the riparian corridor, which is inconsistent <br /> with the General Plan and Zoning Ladd Use Maps and will require an amendment to these <br /> documents. <br /> The development plan is consistent with policies in Specific Plan III to create pedestrian <br /> walkways, as well as a mix of housing types to meet affordable housing goals. The SJMSCP is <br /> designed to establish an assessment process for conversion of land to non-open space uses <br /> t when such conversion may affect the plant, fish, and wildlife species covered by the <br /> SJMSCP. <br /> Compliance with the SJMSCP will be met through the applicant's payment of the SJMSCP <br /> fee along with pre-construction surveys and "take" avoidance measures spelled out in the <br /> SJMSCP. <br /> 1 { The proposed project will comply with the requirements in the Riparian Habitat Ordinance. <br /> This ordinance requires a developer to protect existing riparian habitat(such as the drainage <br /> swale habitat at the proposed project site) or mitigate for the loss of the habitat. One method <br /> of mitigation is to contribute to existing off-site riparian habitat areas such as the Mountain <br /> House Creek corridor. Policies related to protection of other sensitive biological resources <br /> (such as special status species) will be addressed through the applicant's participation in the <br /> SJMSCP. <br /> 4-50 <br />
