MOUNTAIN HOUSE PROPOSED ALTAMONT HmoHTS TENTATNE MAP 4. ENVIRONMENTAL CHECKLIST
4.2 AGRICULTURAL RESOURCES
i
r
Less Than
Potential SPMEIR Significant
Significant Requires Impact Due New New
V Impact Additional to Mitigation Additional Additional
Less Than Adequately Review:No Measures in Impact Not Mitigation
Significant Addressed In Significant Project Addressed in Measures
Issue or No Impact SPIDEIR Impact Description SPIDEIR Required
r 2. AGRICULTURAL RESOURCES.
In determining whether impacts to
agricultural resources are significant
environmental effects,lead agencies may
L refer to the California Agricultural Land
Evaluation and Site Assessment Model
(1997)prepared by the California Dept.
of Conservation as an optional model to
6. use in assessing impacts on agriculture
and farmland. Would the project:
a) Convert Prime Farmland,Unique ■
r,
Farmland,or Farmland of Statewide Ll F1
Importance(Farmland),as shown on
the maps prepared pursuant to the
Farmland Mapping and Monitoring
L Program of the California Resources
Agency,to a non-agricultural use?
b) Conflict with existing zoning for ■ ❑ ❑
agricultural use,or a Williamson
r Act contract?
c) Involve other changes in the existing ■
environment which,due to their
L location or nature, could result in
conversion of Farmland to non-
agricultural use?
L
SETTING
The site of the proposed Altamont Heights project has been used for dry-land farming and is
.. currently planted in oats. Houses and buildings exist on the west side of the site. Byron
Bethany Irrigation District's Canal 155, an earthen irrigation canal, weaves through Grant
Line Village to the north of the project site. The canal is no longer in use. The California
Department of Conservation, Office of Land Conservation, and San Joaquin County have
designated the soils on the site as Farmland of Local Importance. The land is not in a
Williamson Act contract(EDAW,2005b, Figure 4.2-2).
LSIGNIFICANT IMPACTS IDENTIFIED IN 2005 SPIIIEIR
The SPHIEIR identified three potentially significant impacts. One involves conversion of
agriculturally zoned land on the Pombo property(located northeast of the Mountain House
,m Community)to interim disposal of treated wastewater. This impact does not involve the
proposed project. The other two potentially significant impacts are:
Impact 4.2-3 Land Use and Agriculture—Direct Conversion of Important
Farmland. [Development of Specific Plan HI] would result in the direct conversion
of approximately 760 acres of Important Farmland(Prime Farmland and Farmland of
r
4-9
