MOUNTAIN HOUSE PROPOSED ALTAMONT HEIGHTs TENTATIVE MAP 4_ ENVIRONMENTAL CHECKLIST <br /> 4.13 PUBLIC SERVICES <br /> Applicants for the proposed project would be required to pay the state-mandated school <br /> impact fees. State law dictates that payment of these fees constitutes full mitigation of school <br /> capacity impacts. Therefore, a less-than-significant impact would occur_ <br /> A 109-acre community college campus is planned in the southwestern portion of the <br /> Mountain House Community in the Specific PIan III area. The college would serve the <br /> Mountain House Community and Tracy residents. The construction-of the college would <br /> result in a beneficial impact related to the provision of college facilities and-services <br /> (EDAW, 2005b). <br /> Mitigation Measures <br /> No mitigation measures are required. <br /> Parks? <br /> For discussion, refer to Section 4.14: Recreation. <br /> Other public facilities? <br /> Libraries <br /> The proposed project is projected to generate approximately 170 new residents at buildout. <br /> The associated demand for public library facilities would be 85 square feet,based on the <br /> standard of 0.5 square feet per resident in the San Joaquin County General Plan 2010(San <br /> Joaquin County, 1992). The SSJCPL recommends a standard of 0.7 to 1.0 square foot per <br /> resident,based on its existing level of service. Based on SSJCPL's standard,the proposed <br /> project would require a minimum of 120 square feet of additional library space. <br /> The Tracy Branch Library currently serves the MHMP area, and demand for service already <br /> exceeds available capacity since the square footage per resident ratio is 0.24. Based on the <br /> standards established in the County's General Plan,the Tracy Branch Library is currently <br /> considered to be inadequate. SSJCPL does not propose any new library facilities in the vicinity <br /> of the Mountain House Community except as provided by the MHMP (EDAW, 2005b). <br /> The MHMP includes provisions for the development of a branch library to serve the future <br /> residents in the entire MHMP area. According to the MHMP, library facilities would be <br /> provided on a phased basis, with a bookmobile.providing initial library services until the <br /> population in the MHMP area reaches 10,000 residents. At that time,a 5,000-square foot <br /> library would be constructed. In response to population increases, the library would be <br /> expanded to provide additional space. At the buildout of the entire MHMP area, a library <br /> totaling 21,000 square feet would be operating in the Town Center Area, located in the <br /> Specific Plan I area. Equipment,books, and periodicals would be provided according to <br /> SSJCPL standards(EDAW, 2005b). <br /> Specific Plan III includes the development of a community college that would include a <br /> library that would primarily serve college students,but would also be open to the public. <br /> 4-67 <br />
