ENVIRONMENTAL CHECKLIST <br /> 4.14 RECREATION <br /> DISCUSSION REGARDING PROPOSED PROJECT <br /> a) Would the project increase the use of existing neighborhood and regional parks or <br /> other recreational facilities such that.substantial physical deterioration of the facility <br /> would occur or be accelerated? <br /> The proposed project would generate a demand on existing parks and recreational facilities. <br /> The development is expected to house approximately 170 residents at build out. Based on <br /> the MHMP standard of five acres of parkland per 1,000 population within the Mountain <br /> House Community, the proposed project would require 0.85 acre of neighborhood and <br /> community parkland. The proposed project does not include a park site, buf a 2.5-acre <br /> neighborhood park is planned for a site approximately 1,000 feet northeast of the center of <br /> the proposed project. In addition, a 31-acre community park is planned for site <br /> approximately 0.4 mile southeast of the center of the proposed project. The timing for <br /> development of these parks would be decided by the MHCSD. <br /> Based on the San Joaquin County standard of 10 acres of regional parkland per 1,000 <br /> population,the proposed project would generate a demand for 1.7 acres of regional parkland. <br /> The MSIR for the entire MHMP area identified a deficiency in the amount of regional <br /> parkland available to serve new residents living in the Mountain House Community. The <br /> MHMP includes construction of a regional park adjacent to Old River in Neighborhoods K <br /> and L, located in the Specific Plan II area. The Old River Regional Park would provide 82 <br /> acres of parkland for the Mountain House Community and the surrounding region. The 82- <br /> acre Old River Regional Park would not be large enough to meet the regional parkland <br /> standard for the build-out population of the entire Mountain House Community. <br /> According to the MHMP,the Old River Regional Park would be developed after development <br /> of Neighborhoods K and L,or after approximately 50 percent of the residential dwelling units <br /> in the entire Mountain House Community are built. Until the Old River Regional Park is <br /> developed, residents in the proposed project would use the regional parks located elsewhere in <br /> the county. For this reason,the proposed project would contribute to the existing deficiency of <br /> regional parkland. <br /> However, findings of the MEIR concluded that adequate recreational facilities(i.e., community <br /> and neighborhood parks)would be provided in each specific plan area,and that Mountain <br /> House Community developers should pay toward development and maintenance of the <br /> proposed 82-acre Old River Regional Park. As a result of these findings,and given that the <br /> implementation of Specific Plan III (of which the proposed project is a part)would provide <br /> sufficient local parkland to serve the needs of future residents of the Specific Plan III area,a <br /> less-than-significant impact regarding regional parks would occur. . <br /> Mitigation Measures <br /> Although the proposed project would create a demand on existing parks and recreational <br /> facilities, the physical deterioration of these parks and recreational facilities resulting from <br /> use by the residents of the proposed project would be less than significant. In addition, new <br /> neighborhood and community parks will be developed in the Mountain House Community as <br /> required by the MHMP. No mitigation measures are required. <br /> 4-70 <br />
