t
MOUNTAIN HOUSE PROPOSED ALTAMON'r HEIGHTS TENTATIVE MAP 4.ENVIRONMENTAL CHECKLIST
4.16 UTILITIES ANMD SERV ICE
could include a cease-and-desist order. If corrective actions do not satisfy the RWQCB, it
could'impose a moratorium on new, sewer connections. Thus, the MHCSD will make sure
wastewater treatment requirements are not exceeded, and a less-thatii-signiCcant impact
s would occur.
Mitigation Measures
3 No mitigation measures are required.
a, b) Require or result in the construction of-new water or wastewater treatmentfacilities or
} expansion of existing facilities, the construction of which could cause significant
4 environmental effects?
1
The proposed project would include 53 low density(R/L) dwelling units and six second
dwelling units (Siegfried Engineering, 2006). The water demand and wastewater generation
for the proposed project at build-out is presented in Table 4.16=1. The water demand and
wastewater generation are 15.2 and 20.0 percent, respectively, of the totals for Specific Plan
IIT.
Table 416-1
Proposed Altamont Heights Water Demand and Wastewater Generation
Water Unit Wastewater
Unit Water Demand Wastewater Generation
Land Use Units Demand' (gpd) Generationb (gpd)
Low Density 53 du 436 gpd/du 23,100 268 gpd/du 14,200
Residential '
Second Units 6 du 156 gpd/du 900 172 gpd/dd 1,000
Totals 59 du - 24,000 15;200
Notes: .,.a From Table 12-1,Specific Plan Ill(EDAW,2005a). gpd=gallons per day. du=dwelling unit.
a From Table 13-1,Specific Plan I11(EDAW,2005a),with conservation.
Unit wastewater generation rate is the same or more than unit water demand rate, which is impossible.
Adequate WTP and WWTP capacity; water mains, storage tanks, pump stations, and water
distribution pipelines; and sanitary sewers would all be constructed to serve the proposed
project before the residences could be occupied. Pipelines would be extended south from
i neighborhoods in which they are currently installed along Central Parkway and F Street(as
designated on the tentative map prepared by Siegfried Engineering, 2006). Construction of
utility infrastructure within the project site would occur prior to paving the streets and
completing the houses and buildings. The sanitary sewer and storm drain would exit the
project site via a 15-foot wide easement between two lots at the north end of Court B. These
utility improvements have been subjected to previous separate environmental impact
assessments as required by CEQA including the SPIIIEIR. These assessments have
identified impacts that may be potentially significant and proposed mitigation measures to
reduce the impacts to less-than-significant levels. Therefore,a less-than-significant impact
would occur with respect to construction and expansion of water and wastewater facilities to
serve the proposed project.
4-82
