MOUNTAIN HOUSE PROPOSED ALTAMONT HEIGHTS TENTATIVE MAP 5_0 MANDATORY FINDINGS OF SIGNIFICANCE <br /> species. The loss of this riparian corridor would not cause the decline of wildlife species or <br /> cause wildlife populations to drop below self-sustaining levels. Per mitigation measures <br /> outlined in the Master Plan EIR and Specific Plan III FIR, the applicant will be required to <br /> participate in the SJMSCP to offset the loss of the riparian corridor. -(Refer to Section 4.4: <br /> Biological Resources.) <br /> The proposed project would not eliminate examples of major periods in California history. <br /> The property has been dry-farmed and does not contain historical or cultural resources. <br /> (Refer to Section 4.5: Cultural Resources.) <br /> b) Does the project have impacts that are individually limited, but cumulatively <br /> considerable? ("Cumulatively considerable"means that the incremental effects of a <br /> project are considerable when viewed in connection with the effects of past.projects, <br /> the effects ofother current projects, and the effects of probable future projects) <br /> The cumulative impacts of the project have been addressed in the MEIR that addressed full <br /> buildout of Mountain House and SPIIIEIR that addressed impacts associated with buildout of <br /> the Specific Plan III area. Cumulative development in the general area and region was also <br /> addressed in the MSIR. Since approval of the MHMP, some of the projects have been built <br /> or have been removed from application. To address the most recent conditions related to <br /> cumulative traffic, the traffic analysis conducted for the SPIIIEIR included runs of the <br /> countywide model, adopted by the MHCSD,which addresses growth to the year 2025. The <br /> MEIR addressed growth to the year 2010. The MSIR and SPIIIEIR adequately covered the <br /> other topics related to cumulative growth. <br /> Based upon the cumulative traffic analysis, no new impacts have been identified..The <br /> SPIIIEIR did identify significant unavoidable impacts along freeway segments, which were <br /> also identified in the MSIR. The required findings and a Statement of Overriding <br /> Considerations were made for the MEIR and the SPIIIEIR, and the adoption of the Master <br /> Plan and Specific Plan III related to this issue and other impacts that were found to be <br /> significant and unavoidable. <br /> c) Does the project have environmental effects, which will cause substantial adverse <br /> effects on human beings, either directly or indirectly? <br /> The proposed project will not have an environmental effect that can cause substantial adverse <br /> effects on human beings directly or indirectly as discussed throughout Chapter 4. <br /> 5-2 <br />
